HR software: the whole map
Inside what gets called “HR software”, we have mapped 114 separate markets, and they are spread very unevenly across the twelve parts of HR. Pay and benefits alone accounts for 27 of them, while the part of HR that helps managers manage has only one.
Where the software is
For each of the twelve parts of HR, you can see how many separate kinds of purchase we mapped in it, and we call each kind of purchase a market. That count tells you how many things are sold separately in that part of HR, which is not the same as how many you need.
The largest and smallest counts both need explaining before you read anything into them. In pay and benefits, many of the markets we mapped handle a single benefit or a single legal duty, such as the COBRA notices telling people in the US they can continue their health cover, the Affordable Care Act (ACA) forms employers file with the IRS, or health savings and flexible spending accounts. Manager enablement has one market on our map partly because most of the other markets we considered there turned out to be bought outside HR, sold as services rather than software, or built into other products as features, and partly because we left out the one where our own product competes. So a long list does not mean a function is well served, and a short one does not mean it is neglected.
Where the ground is not solid
Markets we class as contested
We class a market as contested when it is still a fair question whether to buy anything at all. In strategic workforce planning, for example, what you would be replacing is usually a spreadsheet and a consultant.

The ground is moving
In some of these markets the reason to buy has shrunk. If you hire in the US, the Work Opportunity Tax Credit only covers people who started work on or before 31 December 2025. If you are a federal contractor, the equal employment opportunity order you worked under, Executive Order 11246, was revoked by the President in January 2025. You may still have a good reason to buy in one of these markets, but it is a decision to make deliberately rather than by default.

Where the map comes from
We went through every part of HR and counted what is sold as its own category. Every market we counted was put through the same five tests: does an HR leader sign for it, would they search for it by name, does it have at least three real competing suppliers, is it software rather than a service, and are its suppliers different from those of the broader category it sits within.
Of everything we considered, 114 markets made the map and plenty did not. The ones left out include categories that turn out to be bought by IT, facilities or finance rather than HR, features of larger products that get described as markets, and categories with too few real competitors, so a category you know by name may be missing for one of those reasons. Where we have not yet pinned a market down, for example where it ends and a neighbouring category begins, that market is left out of the count as well.
One market is missing for a reason of our own: we build HR AI, and one of our own products competes in AI coaching for managers, so rather than judge a market we sell into, we have left it off the map. It is the only market we left out because we have a stake in it, and its absence is part of why manager enablement looks thinner than it is.
