What a learning management system costs and who keeps the proof of training

Before you compare learning systems, decide who keeps the proof that training was done. Some laws require that record. Products handle it in different ways. LinkedIn Learning and Viva Learning leave part of the proof with the learner. Course updates can wipe progress. Many vendors can delete your records 30 days to 6 months after you leave.

Who keeps the proof that training was done

Some laws make the training record the employer’s own duty. Three US examples show what that duty looks like. In Illinois, every employee must take sexual harassment prevention training each calendar year. Employers must keep their own record and make it available to the state on request. Maine requires employers with 15 or more employees to train all new employees within one year of their start. They must keep a record of who took it for at least three years. Safety training is a third example. Some OSHA standards require a written certification record of training. Those standards require the record to be kept for the duration of the employee’s employment.

Products differ on who holds the proof. Some leave part of it with the learner. LinkedIn Learning can track when a course is played. The learner is responsible for validating completion and understanding. In Viva Learning, learners can mark a course complete by hand. That applies when the content provider does not send a completion signal. Illinois asks the employer to keep its own record. If the learner validates completion, ask how you would hold that record yourself. Other products record completion themselves. Workday Learning provides assignment management, completion tracking and audit trails for compliance. Confirm’s Learn:Go has an exportable audit trail. An audit trail is a log of who completed which training, and when.

A course update can also wipe unfinished progress. In Dayforce, assigned learners who have not finished a course move to its new version when it is published. They lose their progress.

Take three questions to every first demo. Who proves a learner finished a course? What happens to that proof when you change the course? Can you export the full record yourself, in a file you keep?

Seven jobs people buy training software for

People buy training software to do different jobs, and the job decides which kind of product fits. Below are seven common jobs. For two of them, a learning system may not be what you need.

Meet a law that requires training

Maybe no product

Some state duties can be met with the state’s own courses. Sexual harassment prevention training is a legal duty in several US jurisdictions. California asks for it every two years. New York asks every year. California lets an employer direct staff to the state’s online courses and be deemed compliant. Those courses may not be loaded into an outside system, such as an employer’s e-learning platform. At the end, employees can save, print, screenshot or photograph the certificate. The Civil Rights Department cannot email a replacement. So an employer that uses these courses needs a way to collect each certificate. Illinois offers self-guided model training that the employer documents internally.

Keep proof for years and re-assign training on a schedule

A system that keeps the record

Training that repeats needs a system that re-assigns it and keeps the proof. Re-assigning can depend on the plan. Trakstar Learn offers automatic re-enrolment for compliance or certification renewal to admins and trainers on its Enterprise plan only. Ask every vendor which plan holds that feature. In regulated work, ask whether the vendor gives you a set-up for 21 CFR Part 11, and at what price. Part 11 is the US FDA rule on when electronic records and signatures count as equal to paper. Docebo supports customers in meeting it through electronic signatures, audit trails, and user management and reporting. SkyPrep cannot offer a turnkey Part 11 solution. NTT DATA’s G-Cloud price for SAP SuccessFactors Learning is £1.26 per user per month for 1 to 2,000 users. For that band, its G-Cloud price for Validated Learning is £2.37. That is SAP’s service designed to meet 21 CFR Part 11 and validation requirements.

Train staff who work away from a desk

Built for frontline teams

Staff away from a desk need training that works on a phone, a shared device or a kiosk. Test the product on the device they will use. Confirm’s Learn:Go is mobile-first and offline-ready for 90-second windows on shared devices. Axonify runs the same experience on mobile, tablet, kiosk and desktop. EasyLlama’s Kiosk Links give one shareable link for learners without work email or on shared devices. Then test offline use with your own course. Schoox’s offline download covers lectures only, not exams, polls, on-the-job training or events. Skillsoft learners can take knowledge checks and assessments offline in a downloaded course. They cannot check answers or get a score until they reconnect.

Give people ready-made courses

A content library

Some buyers want courses more than a system. A library still raises the question of who keeps the record. LinkedIn Learning’s Reporting API gives course completions, hours of content viewed and learner days active, by individual, group or account. Go1 can be bought without an LMS, and its platform offers most of the same functionality as a standard LMS. Ask the vendor what record the library keeps. Through LearnUpon, Go1 gives access to 100k+ courses from 250+ content providers. Count the courses your people will use, not the courses on offer.

Train customers or partners

A platform with plans for outside learners

Training people outside your company is a different job from training staff. Some vendors sell it as its own plan. LearnUpon for Employees starts at 100 users. LearnUpon for Customer Education starts at 300. Docebo typically suits companies that train at least 250 learners, who may be customers, partners and employees. Learnifier was built for organisations training external audiences. Ask each vendor how it counts a customer who logs in once.

Build skills and career paths

A skills product beside the learning system

Some buyers want to build skills and career paths, not only to assign courses. Skills tools can sit in a higher plan or package, so ask which plan holds the ones you want. Bridge sells Learn, Talent Suite (LMS and Skills) and Full Suite (LMS, Skills and Performance). Cornerstone’s Elevate+ package adds performance management, a talent marketplace, and AI assistants for talent development. Totara’s Skills page calls Totara Skills ‘Coming soon’, but its help centre documents it. Ask Totara which is right for the version you would buy.

Practise hard conversations

Not a records job

Practising a difficult conversation is a different job from taking a course. Confirm sells Practice separately from $4 or £3 per user per month. In Practice, learners have live voice-based or text-based conversations with AI characters. Practice has a free trial inside Learn:Up for up to 30 days. Risely’s Merlin is an AI coach for managers. In role-play, Merlin plays the other person, such as a defensive direct report or a sceptical VP. The manager practises the approach before the real conversation. Merlin keeps no completion records, so it sits beside a learning system and does not replace one. See how Merlin works.

Which products take a company of your size

Your headcount narrows the field fast. Free plans exist for the smallest teams. Several vendors say plainly who they do not suit. The bands below run from the smallest company to the largest.

Up to 10 peopleThe smallest teams can start free. TalentLMS has a free plan for up to 5 users and 10 courses. Zoho Learn has a free plan for 5 users. Mitti Training is free for up to 10 users. ProProfs has a free plan for up to 10 learners. Access LMS Evo is available from a minimum of 10 learners. 360Learning has no minimum number of users, and you pay only for the active users.
Under 100 peopleSeveral vendors say this size is not for them. Docebo is often considered too complex or expensive for small businesses with fewer than 100 users. LearnUpon will not be a fit for companies looking for a solution for fewer than 100 users. Dayforce does not recommend its product for companies under 100 employees. Trainual does aim at this size. It is best suited to companies with 25 to 1,000 employees.
100 and aboveMany platforms start between 100 and 250 people. LearnUpon for Employees starts at 100 users. Dayforce suits 100 to 4,000 or more employees. Litmos’s mid-market page gives 150 to 2,000 employees. Its AI page gives 200 to 5,000. Bridge is designed for companies of 250 to 5,000 employees. Docebo and Valamis typically suit companies that train at least 250 learners.
ThousandsSome platforms stretch to very large headcounts. Docebo’s primary audience is mid-market to large enterprises, 250 to 100,000+ users. HealthStream’s Learning Center adapts from 50 to 50,000 learners. At this size, ask the vendor for a customer with a headcount like yours.

Five kinds of product, and how to find yours

The products here fall into five kinds. Each kind handles the training record in its own way. Find the kind that matches your need, then compare products inside it. The groups describe what each product is. They are not a ranking.

Comes with an HR system

Ten vendors sell learning beside an HR system

Ask what you must already own. Oracle needs one of two products implemented before Oracle Learning. The first of them is Oracle Fusion Global Human Resources Cloud Service. SAP’s best-practice set-up assumes Learning is integrated with a deployed HR suite. If it is not, the HR suite is set up first. SAP’s FAQ answers that the full suite is not needed to start. Ask SAP which applies to you. Cezanne Learning is sold inside Cezanne HR or standalone for another HR system. eloomi can be bought standalone or inside Dayforce. Then ask where the record sits. In BambooHR’s compliance training, admins open and download completed training certificates from employee records.

A learning system of its own

25 products are sold as a learning system on their own

Because these products keep the training record themselves, compare how each one does it. At Absorb, a completion is never revoked and stays on the learner transcript. Bridge’s learner transcript export carries scores and completion dates. CYPHER Learning clients can export reports for compliance tracking and historical reviews. They can request audit logs through support. Ask each vendor which plan holds the record features you need. Then ask what happens to the record when you leave. The keep-proof job above and the leaving section give examples.

Ready-made courses

Six products bring the courses, or one place to find them

Choose from this group if the courses matter more than the system. The six differ in how much of a learning system comes with the courses. Pluralsight Skills is not an LMS built to house content. In Degreed, a learner registers completion of an article, video or podcast by clicking Mark Complete. Verified completions in Degreed are sent from a third-party system, such as an LMS, Workday, LinkedIn Learning or Pluralsight. Ask who holds the proof for any product here.

Away from a desk

Six products are built for frontline teams

Choose from this group if your people work away from a desk. These products start from frontline teams, not office staff. Opus is built for multi-unit brands with frontline teams in restaurants, hospitality, fitness, car washes, franchise systems and consumer services. YOOBIC is a retail training platform for frontline teams. Learningbank’s typical industries are retail, hospitality, production, service and facility, and quick-service restaurants. In Learningbank, managers download and share audit-ready records. Test offline use with your own course. The frontline job above explains how.

One sector or one task

Ten products start from one sector or one job

Choose from this group if one sector rule or one task drives the purchase. For a healthcare rule, start with HealthStream or Relias. HealthStream’s Learning Center is a learning management system for healthcare organisations. For a compliance job, ask each product how it keeps the evidence. etrainu keeps training records. Cloud Assess trains and assesses online, offline and in person with verified evidence. EasyLlama sells compliance and security training powered by AI. Four products start from a narrower task. Trainual combines training, knowledge and operations. Zoho Learn is knowledge management and LMS software. Disco is for building and running online learning communities. 5Mins delivers training through TikTok-style learning. Ask each of the four what record it keeps of who finished.

Check any AI feature before it sways your choice. Several are not in general release, or sit on some plans only. Ask to see the feature you are buying run in a live account. Docebo’s AgentHub is marked Coming Fall 2026, with full availability planned for Fall 2026. SAP’s Learning Assistant and its three agents are in restricted availability, in an Early Adopter Care program. Those features are not available to users outside the program. LearnUpon’s Ask Lia is available on new pricing plans only. Some terms also limit the AI. Under Access’s AI Terms, its service levels, uptime and support commitments generally do not apply to the AI features. Dayforce’s AI features are not intended to be the only basis for decisions with legal or similarly significant effects.

What it costs, and why the headline price is not the bill

Vendors price learning systems in three shapes. Some charge per person. Some charge a fee for a block of users. Some quote on request. Each entry below gives the price in the vendor’s own currency, so compare the shapes before you compare the numbers. Prices marked G-Cloud come from UK government G-Cloud documents. Other buyers may be offered different prices.

TalentLMS Free · up to 5 users The free plan covers 10 courses. Core for 1 to 40 users is $119 a month. On an annual plan that is $1,428 up front.
Zoho Learn $1 per user a month, from Its small-business page gives $1. Its SOP page gives $0.8. The Free plan is for 5 users. Ask which price applies to you.
ProProfs $1.99 per active learner a month This is the Essentials plan. The free plan covers up to 10 learners.
Cezanne Learning £2.40 per user a month, from Cezanne Learning is sold inside Cezanne HR or standalone for another HR system.
360Learning $8 per user a month, Team plan The Team plan covers up to 100 users. You pay for active users only, and the platform administrator counts as one. The minimum monthly invoice is $8.
Mitti Training $24 per seat a month, Premium, billed yearly It is $29 if you pay monthly, excluding taxes. The free plan covers up to 10 users.
Confirm $9 / £7 per user a month, Learn:Up This is billed yearly and based on a 200-person company. Learn:Go is from $16 / £12 per user per year, based on a 5,000-person company.
Dayforce Learning $56.76 per employee a year A Talent Development Plus package, with Go1 courses, is $210.00 per employee per year.
EasyLlama $59.95 per user a year, Core Ultimate is $89.95. Pay Per Course is $24.95 per course per learner per year. There is no free trial and demos are offered.
SAP SuccessFactors Learning £1.26 per user a month, 1 to 2,000 users NTT DATA gives this price on its G-Cloud price list. For 2,001 to 5,000 users it gives £1.21.
LinkedIn Learning $379.88 per seat a year, For Teams One seat equals one customer user. A seat counts as used when the user registers.
Viva Learning $4.00 per user a month, paid yearly The price carries an annual commitment. A one-month free trial converts automatically into a 12-month paid subscription.
Tovuti $7,500 a year, first 100 learners The price then scales with learners.
Litmos $8K a year, Foundation plan The Platinum plan starts at $15K a year.
Bridge $15,000 a year, starting Bridge sets the price by employee count, learner volume and integrations.
Kallidus Learn £28,486.50 a year at 1,000 users It is £48,061.50 at 2,500 users and £66,536.50 at 5,000 users. These are Learning Advanced prices from G-Cloud.
Totara Learn £21,300 a year at 500 users, Base Base is £26,200 at 1,000 users. These are G-Cloud prices.
Docebo $35,900 for 500 yearly active users Elevate 500 is sold on AWS Marketplace. One AWS listing gives it as a 36-month agreement billed yearly at $35,900 per 12 months. Another AWS listing gives the same $35,900 as the cost per 36 months. Ask Docebo which is right.
Coursebox $30,000 a year, Enterprise base The base covers 50 admins. A typical Enterprise deployment is $42,000 to $63,000 a year plus implementation.
Absorb · Axonify By quote Absorb asks how many learners the organisation has on its Get Pricing form. Axonify replies to a quote request within 1 business day and then sends an estimate.

The range is wide. Monthly per-user prices in dollars run from $0.8 or $1 (Zoho Learn) to $29 (Mitti Premium, paid monthly). Yearly per-user prices in dollars run from $16 (Confirm Learn:Go, priced for 5,000 people) to $379.88 (LinkedIn Learning). Platforms priced as a block start in the thousands a year. Tovuti is $7,500 a year for the first 100 learners. Bridge starts at $15,000 a year. Docebo’s Elevate 500 is $35,900 for 500 yearly active users. Its two listings disagree on whether that covers 12 or 36 months.

Ask for the first-year bill, not the headline. Several vendors price set-up apart from the subscription. Dayforce’s implementation fees are separate. Absorb’s terms define onboarding fees as fees for initial implementation and onboarding, charged once. Docebo’s set-up fees depend on the deployment and are scoped in the sales process. Coursebox’s typical Enterprise deployment, in the prices above, also adds implementation. By contrast, Cezanne Learning prices by headcount with no upfront cost, implementation fee or long-term contract. Ask each vendor for the set-up fee in writing.

What happens to your records when the contract ends

Your training records can sit on the vendor’s servers. When the contract ends, the vendor’s terms decide what happens to them. Maine, for one, requires employers in workplaces with 15 or more employees to train new employees. They must keep a record of that training for at least three years. Compare that with the windows below.

Some terms set a date for deleting your data. The windows run from 30 days to six months.

ProProfsProProfs keeps the private content of paid accounts for 30 days after expiry. Then standard deletion applies. The customer alone is responsible for exporting data before termination.
ValamisAfter termination or expiry, Valamis starts offboarding and data deletion within 30 days unless agreed otherwise. In that period, a data export or migration is at the customer’s own cost.
KallidusUnder its G-Cloud terms, it deletes data from 30 days after termination unless a return request is in progress. It may charge its Professional Services rate for data return. The expected cost is up to 3 days for a small or moderate amount of data in CSV. For a large amount it is up to 5 days.
BridgeOn expiry or termination, the customer removes its own data using existing functionality. Bridge destroys customer data within 30 days of the end of the order form. It keeps backup copies for a limited period.
FuseUnder its EU data addendum, Fuse stores user data for the term and 60 days after. It then destroys it. Under its master services agreement, Fuse may destroy customer data on termination. The customer must ask in writing within 30 days for the latest backup. Ask which terms apply to you.
360LearningFor a cancelled platform, 360Learning deletes all platform data automatically 4 months after cancellation. Under its Team plan terms, data is permanently lost on termination unless the customer asks within 30 days. 360Learning then quotes a charge for retrieval. Ask which terms apply to you.
CornerstoneUnder its G-Cloud listing, Cornerstone keeps a copy of client data for no more than six months after termination. It then destroys data that was not retrieved.

Other vendors give you a window to ask for an export. After it, the vendor deletes your data.

TrainualAfter a subscription ends, Trainual provides a one-time PDF export of written content on written request within 30 days. It then deletes the content.
LearnifierIn Learnifier’s help centre, the customer may request an export within 90 days after termination or expiry. After that period, Learnifier has no further obligation to maintain customer data. It will delete or destroy all copies within its systems. Under its master agreement, Learnifier makes a file of customer data available on request for 30 days after termination. The file is available for download through its API. After those 30 days, Learnifier has no obligation to maintain or provide the data. Ask which terms apply to you.

Two terms deal with access rather than deletion.

MittiThe customer must export its data before the end of the subscription term. It has no access to the data afterwards.
PluralsightAfter the contract ends, users can still log in to view and export their complete learning history. They can no longer view paid content.

Before you sign

Two more terms matter before you sign. Renewal sets the notice you must give to leave. Uptime is the share of time the system promises to be available.

RenewalContracts at these vendors renew by themselves, and the notice window runs from 30 to 90 days. Absorb and LearnUpon need 30 days. Confirm’s Learn:Up needs 30 days unless the order provides otherwise. Axonify and Docebo need 60. Litmos, Schoox, CYPHER Learning, Valamis and YOOBIC need 90. Kallidus’s US agreement renews for one-year terms at the then market rate. Mitti’s subscriptions renew at the then-current rates.
UptimeAsk for the uptime promise in writing, and ask what you get when it is missed. Bridge uses commercially reasonable efforts to provide annual uptime of at least 99.9%. Cezanne guarantees at least 99.7% uptime during supported hours. Under 360Learning’s terms, there is no uptime guarantee unless its documentation sets one. Its service agreement for Essential and Advanced customers sets at least 99.8%, measured monthly. Under Coursebox’s client terms, uptime commitments apply only if agreed in a separate signed enterprise agreement. Its Enterprise add-ons include a Premium service agreement with 99.9% uptime.

Put the export in the contract. Name the file type and the number of days. Ask for the training record itself, with each person’s scores and completion dates. The regulated industries guide has more retention terms.
