Oracle Learning

Oracle Learning is the training part of Oracle Fusion Cloud HCM, Oracle’s HR software. It assigns courses from HR rules, renews certificates and records results in each person’s talent profile. Learning paths can start from skill gaps found in Oracle Dynamic Skills. Oracle requires one of two Oracle products to be set up first. One of them is its Global Human Resources cloud. Oracle prices Oracle Learning at $5.00 per named user a month, from 500 users.

In one line

Oracle’s training software, sold with its HR software. It assigns courses from HR rules and records results in the HR profile.

Buy it if

You run Oracle Fusion Cloud HCM, or plan to. You want training to react to HR changes such as a promotion. You want results in the profile that performance and succession planning read. You have 500 or more named users.

Do not buy it if

You want a learning system that starts with no other Oracle product. You have fewer than 500 people, and you would still pay for 500 named users. Your staff need to take assessments or SCORM courses offline. Test these first, because Oracle sets limits on both offline.

Price

$5.00 per named user a month at list price, from 500 users. That is $30,000 a year at the minimum. Oracle’s HR software has its own price lines.

Oracle Learning assigns training from HR rules and records results in the HR profile

Oracle Learning is the learning system inside Oracle Fusion Cloud HCM. Oracle groups it with skills, performance, pay and internal mobility under Talent Management. A course holds offerings. Each offering holds activities such as a video, a PDF, an assessment or a course file. It plays course files in the SCORM standard, and in the older AICC and newer cmi5 standards.

Live sessions run here too. Zoom, Microsoft Teams and Adobe Connect work as virtual classrooms. Oracle manages capacity and waiting lists for events and blended courses.

An administrator assigns training by person, uploaded list, user group, manager’s hierarchy or shared worker attribute. Administrators can view each person’s transcript and assignment history. They can download a PDF of completed learning for a date range. Assignment statuses can also feed Oracle’s reports and its APIs, the connections IT uses to link other systems.

Check each feature against your own release. Oracle says its Learning datasheet is not a commitment to deliver functionality. It should not be relied on in making purchasing decisions. Many AI features below arrive in named quarterly updates such as 25D, 26B and 26D.

Oracle builds in review steps and lets you switch the AI off

Course drafts, assignment changes and audience rules wait for a person

The course-writing assistant builds a draft from a title and a web address. The draft stays out of the catalogue until a person activates it. The assignment assistant marks assignments complete from uploaded files or plain requests. Specialists review and approve the changes before they apply. Audience rules written by AI are not created until someone approves them.

Learners see only their own training when they ask the assistant

Learners ask in plain language about their training. They can ask about required, voluntary, overdue and completed items. The answers use only the signed-in person’s assignment data. When nothing matches, the assistant does not invent a result. It can also suggest catalogue courses and start enrolment. A separate assistant answers managers on their team’s overdue assignments and completions.

You can switch the AI off, and your feedback data stays apart

An administrator can switch AI features on or off. Oracle keeps an organisation’s feedback data apart and out of shared models. Oracle deletes generative AI data after a retention period of 90 to 365 days. The default is 90 days.

It suits training that has to follow HR data

Required training that follows job changes

Business rules assign learning automatically when an HR change such as a promotion occurs. Assignment profiles carry start and end dates, frequency, validity and renewal. Certificates can expire, and recertification is automated with the same rules. This suits training that has to follow people as their jobs change.

Results land in the profile that performance and succession read

Oracle records learning outcomes in the employee talent profile. Others use that profile for internal recruiting, performance management and succession planning. Oracle’s AI suggests skills as learning outcomes for a course, each with a confidence score. Skills at or above the auto-approval score are added to the course as approved skills. Lower scores go to review. By default, these skills are not added to a learner’s profile on completion. A catalogue administrator can change that setting.

Courses from outside providers can be tracked in the same record

Oracle has set-up guides for 14 content providers. They include Go1, LinkedIn Learning and Skillsoft Percipio. Learning specialists import external learning and track progress and completions through them. LinkedIn Learning sends completions in near real time, with no progress statements before then. What you can import depends on your subscription plan and your access to the provider’s platform. Each set-up needs your IT team as well as your learning administrators.

You set up another Oracle product first, and new AI features are narrow

Oracle updates Oracle Learning every quarter, so check each item against the release you would run.

What you must buy first, and for how long

Oracle requires you to set up one of two Oracle products before Oracle Learning. One is Oracle Fusion Global Human Resources Cloud Service. Oracle groups the Learning service under its HCM options. The standard term for Oracle Cloud Service subscriptions is three years. Oracle also requires customers to keep their software versions current.

The newest AI features are narrow and change by release

The Agentic Course Designer builds a self-paced AI course from a request and approved materials. It requires the Learning Connect licence. Agentic courses currently support policy-based and product-knowledge training. Outside labs, live app access and simulations are not currently supported. The 25D Learning Tutor uses only general and public knowledge. It does not use your company’s information. In the 26C update, My Tutor can use your own self-paced content, general model knowledge or both. That depends on set-up.

The AI’s language and location depend on set-up

An AI assistant’s reply language is not automatically matched to the user’s sign-in or preferred language. An administrator sets it when designing the assistant. Or the user asks for it in the prompt. Where Oracle’s AI agents use OpenAI, the processing place depends on your data centre. Sydney uses the USA. London uses Europe (EEA and Switzerland). Ashburn uses the USA. Oracle also supports models from Cohere and Meta.

Offline learning has limits

Learners can download active assignments to the Oracle Fusion Application mobile app and work offline. Progress syncs when they go online. Offline mode has limits for evaluations, assessments, SCORM content, web links and older AICC web courses. SCORM content with outside web addresses will not work offline.

Leaving gives you 60 days

For 60 days after termination, Oracle makes your content available to retrieve. It gives it in a structured, machine-readable format, or it keeps the service open. Oracle’s service level agreement does not apply in that period. The system may not be used for production then. After that, Oracle deletes your content unless the law requires otherwise.

Oracle charges $5.00 per named user a month, from 500 users

Oracle prices Fusion Learning Cloud Service at $5.00 a month for each Hosted Named User, with a minimum of 500. A Hosted Named User is any person you authorise to use the service, whether or not they log in. At the minimum that is $2,500 a month, or $30,000 a year at list price. Oracle’s prices are in US dollars, dated 8 October 2026. Oracle marks them as for educational purposes only and subject to change without notice.

Price linePriceMinimum
Fusion Learning Cloud Service$5.00 a month for each Hosted Named User500
Fusion Learning Connect Cloud Service$2.00 a month for each Hosted Named User500
Fusion Human Capital Management Base Cloud Service$15.00 a month for each Hosted Employee500
Fusion Suite Employee Cloud Service$5.00 a month for each Hosted Employee500

Oracle sells its HR software on separate lines, and the Human Capital Management Base line is one of them. Ask which line covers the product you must set up first. A Hosted Employee covers all full-time, part-time and temporary employees. It also covers agents, contractors and consultants who have access to the programs or are tracked by them. Fusion Suite pricing needs contract terms of 36 months or more, and components cannot be bought one by one. Ask whether the $5.00 Learning price holds outside the suite.

The Agentic Course Designer needs the Learning Connect licence. Oracle’s AI has price lines of its own, and Agentic Applications costs $500,000. Ask which of them your Learning assistants need. Oracle targets 99.9% uptime for production services. Oracle AI follows the same service level agreement as Oracle Fusion Cloud Applications.

You could also run training steps with agents built on your own systems. We have mapped what that looks like. The HR Agent Map

What to ask Oracle before you sign

  1. Which two Oracle products can come before Oracle Learning, and which price line covers the one we need? Good answer: Both named, with a written price for the one we need.
  2. Does the $5.00 Learning price hold if we do not buy the Fusion Suite? Good answer: Yes, with the price and the contract term in writing.
  3. Which people count as Hosted Named Users toward the 500 minimum and the bill? Good answer: A written definition that covers part-time staff and people who never log in.
  4. Which Learning assistants need the AI Agents, AI Units or Agentic Applications price lines? Good answer: A written list of each assistant and the price line it needs.
  5. Which model provider and processing location serve the Learning assistants for our data centre? Good answer: A named provider and location, written into the contract.
  6. Which content types work offline in the mobile app, and which do not? Good answer: A written list by content type, tested on our own courses.
  7. Does our release include My Tutor, and can it read our own course content? Good answer: Yes, shown running on our content, with the setting that allows it.
  8. Oracle reports accessibility conformance for versions 11.13.24.01.0 to 11.13.25.01.0 only. Which report covers the version we will run? Good answer: A report that covers our version number.
  9. What remedy applies if uptime falls below the 99.9% target? Good answer: A written remedy in the service level agreement.
  10. Which features in the 26D release notes run in our release today? Good answer: A written list, with the release date for each feature we plan to use.
  11. Can we export every transcript and certificate during the 60 days after termination? Good answer: Yes, in a machine-readable format, tested before we sign.

Alternatives to Oracle Learning, including waiting

If Oracle Learning’s offline limits matter to you, look at Bridge. Waiting is a second route.

Oracle’s offline mode has limits for assessments and SCORM content. Bridge’s mobile app plays downloaded SCORM content offline and syncs when the learner reconnects. Offline play covers SCORM 1.2 and 2004 courses, 2nd to 4th edition. It works only in the mobile app. Test your own courses with either vendor.

Waiting is a real option for the AI features. Oracle’s agentic courses currently support policy-based and product-knowledge training, and they need the Learning Connect licence. In the 26C update, My Tutor can use your own content. If one AI feature decides your purchase, ask Oracle to show it running in your release before you sign.

Some buyers ask whether to use an HR system’s learning product at all. Read our guide for companies whose HR system has its own learning product. Fewer than 500 people? Read our guide for mid-market companies. No Oracle HR product? Our comparison shows learning systems sold on their own.
