Oracle Recruiting

Oracle Recruiting is the hiring part of Oracle Cloud HCM, priced by employee with a minimum of 500. Its AI suggests and rates, and your own rules can still reject candidates automatically. Many AI and messaging features need the Booster add-on, and some need English. Check the add-ons, the contract term and the leaving terms before you sign.

Oracle Recruiting is hiring inside Oracle Cloud HCM, priced per employee

In one line

Oracle Recruiting is the hiring part of Oracle Cloud HCM. It tracks each candidate from application to hire. Its AI suggests and rates, and your disqualification rules can still reject people automatically.

Buy it if

You run Oracle Cloud HCM, or plan to, and want hiring next to your employee records. You hire in several countries and need different legal, diversity and disability questions in each. You are happy with a standard Oracle subscription term of three years.

Do not buy it if

You want recruiting on its own. Ask Oracle whether Recruiting is sold without the rest of Cloud HCM. Fusion Suite components cannot be bought one at a time, so check whether Recruiting counts as one. Or most of your candidates apply in languages other than English and you want the AI suggestions. Oracle recommends against Suggested Candidates for those.

Price

Recruiting costs $8.00 a month for each Hosted Employee, with a minimum of 500. Recruiting Booster adds $3.00. These are Oracle’s list prices from 8 October 2026, in US dollars.

How a candidate moves through it, and what it does on its own

The part of Oracle Recruiting that matters most is what it does without a person. Rules you set can reject a candidate before anyone reads their application. So here are the steps of a hire, with the point where the system acts alone marked each time. Sourcing and outside systems come last because they run alongside the steps.

It starts with a job requisition, which is the approved request to fill a role. At this stage people do the work. A recruiter or hiring manager creates the requisition, and Oracle gives three ways to do that. In one of them the hiring manager owns the whole creation process. Once the requisition is approved, the recruiter or hiring manager enters the job formatting and posts it on career sites. Oracle offers hiring campaigns for both high-volume and traditional hiring.

After a confirmed application, the candidate moves through a selection process. The process is built from phases, and each phase is built from states. Actions attached to a phase or state can start a background check or send interview invitations automatically. You can set a Move action to push applications on to a phase or state by itself. It cannot move them to the Rejected by Employer state.

Rejection has its own route, and this is the part to read twice. A Recruiting Administrator writes disqualification questions. They set the minimum requirements for a candidate to be eligible. The answers decide whether a candidate moves forward or is disqualified automatically. The same type of question works at hiring events. There it can reject registrations on their answers. When the system moves an application to Rejected by Employer or Withdrawn by Candidate, it picks the reason itself.

The AI supports the recruiter’s decisions and leaves them with a person. Suggested Candidates uses machine learning to compare candidate data with the requisition, and it gives the criteria behind each suggestion. It only suggests, so the recruiter or hiring manager decides. Job Fit uses generative AI to compare a profile or resume with the job. It rates the fit from 0 to 5. Hiring Workspace is decision support. It does not independently make the final hiring decision, and the hiring manager reviews the selection and may change it. Store managers get their own workspace. It points out stalled or at-risk requisitions and surfaces top candidates ready for review and advancement.

Interviews are where a person stays in charge of the record. The Interview Insights Generator reads interview transcripts. It writes summaries and pre-filled feedback forms, and those go to interviewers for review. Interviewers can change the answers. The tool also gives a candidate rating based on the conversation, so ask who sees that rating. Interview Companion works during Zoom interviews. It tracks topics and suggests follow-up questions as the conversation goes on.

Candidate contact splits into messages that wait for a person and messages that do not. Candidate Outreach writes personalised emails for prospects and candidates. None is sent until the recruiter selects Send. The email assistant does not wait. It answers candidate questions from your policy and process documents. The recruiter does not receive the email while it works. Oracle announced Career Coach on 15 October 2025. It gives candidates round-the-clock conversational help with questions, qualification screenings and mock interviews. Candidates can also apply through SMS or WhatsApp conversations where messaging is set up.

Sourcing runs on a timetable you set, apart from any one candidate. A Candidate Pool Agent reads the requisition and runs a natural-language candidate search. It builds a pool and fills it. It monitors requisitions and starts sourcing on a schedule you set. The Job Applicant Screening Agent Template now checks candidate profiles for fraud. It gives confidence scores to identify fraudulent or AI-generated candidates. Treat a score as a reason to look closer.

Outside systems plug in at set points, so check which ones your team already uses. Assessments and background checks run through Oracle’s partner services at a phase and state your administrator picks. With Direct Apply, a candidate applies on a partner site such as LinkedIn or Indeed. The partner site creates the application and the candidate in Oracle Recruiting. Recruiter System Connect shares recruiting data with LinkedIn Recruiter. Interview events go to Microsoft 365 calendars, and users can add Teams or Zoom links.

Our guide to applicant tracking systems covers how the rest of this market handles these choices.

Generative AI switches, audit records and country settings

Candidates, auditors and works councils all question AI hiring tools. The first three cards give you something to show an auditor or works council. The fourth makes applying easier for the candidate.

You control the generative AI switches and how long that data is kept

Your administrator turns generative AI features on or off in Setup and Maintenance. The same person sets how long generative AI data is kept, from 90 to 365 days. The default is 90 days. Suggested Candidates and the other matching features switch on automatically. So list any countries where you do not want Suggested Candidates and Similar Candidates shown. Oracle keeps your organisation’s feedback data isolated, and does not add it to shared models. AI agents follow the same role-based access as the rest of Fusion Applications. Oracle also holds an ISO/IEC 42001 certification for AI management.

It keeps records you can use in an audit

Oracle Recruiting keeps rejection and withdrawal reasons, so you can answer an audit about a rejection. Search archiving records who searched, with what criteria and when. It keeps those searches for two years and supports OFCCP requirements for US federal contractors. Double opt-in is a second consent step. It records who accepted, when, from which IP address and what text they saw.

Each country can ask its own diversity and disability questions

Your administrator chooses which legal, diversity and disability fields candidates see in each country. Each one can be optional or required, so one system can ask each country’s own legal questions. US requisitions show form CC-305 for disability. Oracle notes that US regulations require federal contractors to show it. Candidates’ answers are confidential, so the hiring team cannot see them. They come out only through reporting.

Candidates can start with a phone number and book by text

An applicant can begin with only an email address or phone number, and no account is needed. Candidates can book, cancel and reschedule interviews through Career Coach, on the web or by text. So a candidate can start an application with a phone number and book an interview by text. A saved draft gets a reminder after 60 minutes of inactivity and another after three days. Oracle also offers branded career sites built with its design tools.

Add-ons, language limits and AI that only suggests

A feature in a demo can sit behind an add-on, a language setting or a hosting choice. The six cards below are the places to settle in writing before you sign.

Many AI and messaging features need a second product, Recruiting Booster

Recruiting Booster adds text and email messaging in both directions, interview scheduling, hiring events and digital assistant features. You opt in to it in Setup and Maintenance before its functions work. Resume parsing is part of Booster. The summaries of interview transcripts need Booster, Interview Companion, and a Zoom or Microsoft Teams meeting. Oracle prices Booster as its own line.

Suggested Candidates needs six months of data and works best in English

The environment should be live for six months, or have six months of migrated data, to get good suggestions. Oracle recommends against using it when resumes, applications and requisitions are in languages other than English. Oracle’s guidance is that it works best for requisitions that need skilled labour. Oracle’s two guides differ on hosting. A pod is the Oracle data-centre setup your system runs on. In the Using Recruiting guide, the environment must not be on a EUR or government pod. In the Implementing Recruiting guide, it must not be on a government pod. Ask Oracle which applies, and which pod you would sit in.

Language limits show up in the AI assistants

The assistant that answers candidates’ questions needs the career site set to English. Only English is supported when you set up agents in AI Agent Studio. An agent’s reply language is not automatically synchronised with the user’s sign-in or preferred language. If your candidates apply in several languages, ask Oracle which assistants cover each one.

The email and chat assistants cover a narrow slice

The email assistant replies only to a candidate’s first email. Later emails, emails it cannot fully answer and excluded topics go to a recruiter. While it works on an email, the recruiter does not receive it and cannot reply. The chat application collects basic details and the prescreening questions you set. No other parts of the application form are supported there. WhatsApp works only with the Redwood experience, so ask Oracle whether your system has it.

Oracle’s own warnings about AI results and future features

AI results are a machine’s best interpretation of the data, and missing data gives less relevant suggestions. Job Fit ratings are subjective, and hiring decisions involve a more comprehensive assessment. Oracle’s statements about product direction are not a commitment to deliver. Buyers should not rely on them in purchasing decisions. Some features on the product page may be announced and not yet live, so ask for a dated list.

Oracle’s own pages give two accounts of where AI data goes

Fusion Apps send no data to a model provider, Oracle wrote in a blog on 14 August 2024. That covers training and answering requests. For AI agents, Oracle gives the OpenAI location for each Oracle data-centre region, meaning where OpenAI handles the requests. Frankfurt and London map to Europe, meaning the EEA and Switzerland. Ashburn maps to the USA. Ask Oracle which account applies to the recruiting features you buy.

What Oracle reports from four large customers

Oracle’s customer reports only help if your hiring looks like theirs. Oracle reports on four customers, each with more than 2,500 employees. Three are North American employers. Treat these as Oracle’s own reports.

Macy’s started from more than 10,000 applicants a day

Macy’s is a North American retailer with more than 10,000 employees. Its starting point was managing over 10,000 applicants per day. In 2021, a Macy’s HR technology director described its peak. The company brings in 10,000 new hires or makes 10,000 job offers in a day at peak. That volume is the scale to compare with your own hiring.

Wood cut time to hire from 45 days to 21 in its trade and craft workforce

Wood is a consulting and engineering company with 36,000 employees. Oracle reports the time to hire fell 53 percent, from 45 days to 21. The result came after Wood implemented Oracle Fusion HCM as a whole.

Two customers cut the number of systems they run

Equity Residential is a North American real estate company with over 2,500 employees. Oracle reports it went from four recruiting applications to one. Hearst is a North American media company with over 10,000 employees. Oracle reports it removed 10 custom integrations. It went live in the US across eight business units from March to August.

What it costs per employee, and what leaving looks like

Oracle prices Recruiting by employee, so your bill follows your headcount and not the size of your recruiting team. Below are the monthly sums, the contract length and what happens to your data when you leave.

Oracle publishes monthly subscription prices in US dollars in its Fusion Cloud Service Global Price List of 8 October 2026. Fusion Recruiting Cloud Service costs $8.00 a month for each Hosted Employee, with a minimum of 500. Fusion Recruiting Booster Cloud Service costs $3.00 a month for each Hosted Employee, also with a minimum of 500. At the minimum that is $4,000 for Recruiting and $1,500 for Booster, so $5,500 a month. If Oracle counts 2,000 Hosted Employees at your company, the same two lines come to $22,000 a month.

The AI has separate lines. For Oracle Fusion AI Agents Cloud Service, Oracle gives two prices. One is $150.00 per Hosted Named User, with a minimum of 50. The other is $5.00 per Hosted Employee, with a minimum of 500. At 500 employees that comes to $2,500 a month. Oracle Fusion AI Units Cloud Service costs $1,000.00 per 100,000 Pooled AI Units. Ask which of the features you want draw on these lines.

The standard term for Oracle Cloud Service subscriptions is three years. Fusion Suite pricing needs a term of 36 months or more. Fusion Suite components cannot be bought one at a time. Ask Oracle whether your Recruiting quote is Fusion Suite pricing.

Oracle works to meet a target of 99.9% availability for production Oracle Cloud Services. A 99.9% target works out to about nine hours of downtime in a year. Under Oracle’s hosting policies, a policy change will not cause a material drop in performance. The same applies to functionality, security and availability. That holds during the services period of an order.

Leaving needs planning. For 60 days after termination, Oracle makes your content in the production cloud services available. It comes in a structured, machine-readable format. It may instead keep the system accessible for you to retrieve it. After that it has no obligation to keep the content. Production backups are typically kept for at least 60 days after they are made.

Deleting a candidate takes two steps. The candidate must first be soft-deleted in Oracle Recruiting. Then the Remove Person Information tool disposes of the data, under policies you set. A deleted candidate profile is no longer visible in the application. It stays available for reporting.

You could also run hiring steps with agents built on your own systems. We have mapped what that looks like. The HR Agent Map

Nine questions to put to Oracle before you sign

Nine questions come out of the sections above. Each carries a good answer, so you can tell a real commitment from a sales reply.

  1. Can we buy Recruiting without the rest of Oracle Cloud HCM, and is our quote Fusion Suite pricing? Good answer: A yes or no in the order form, with a price for each option.
  2. How will you count Hosted Employees for us, and when can the count change? Good answer: A written counting method and named dates for any change.
  3. Which features we want need Recruiting Booster, and which fall under the AI Agents and AI Units lines? Good answer: A feature-by-feature list with the price line beside each one.
  4. Where does our candidate data go when an AI agent runs, and which model provider handles it? Good answer: A named provider and region for each feature, in writing.
  5. Which of our candidates’ languages will Suggested Candidates, AI Assist and the agents cover? Good answer: A list by feature and language, with the English-only items marked.
  6. Which pod, meaning which Oracle data-centre setup, would we run on? Does it support every AI feature we are buying? Good answer: A named pod and a yes or no for each feature.
  7. How do we review the rules that reject candidates automatically, and what does a rejected candidate see? Good answer: Every automatic rule on one page, and the exact message a candidate receives.
  8. Which features on the product page are live today, and which are announced? Good answer: A dated list of what is live in our region.
  9. How do we get our data out when the contract ends, and what happens after 60 days? Good answer: A file format and date range in the contract, then a written deletion confirmation.

Alternatives to Oracle Recruiting

The alternatives to Oracle Recruiting are Workday Recruiting, SmartRecruiters, UKG, Avature and iCIMS. Buying no new system is a sixth route. Compare them on four things. These are how the price is counted, what costs extra, which languages the AI covers and what it decides alone.

Start with the price. Oracle charges per employee with a minimum of 500. SAP sets a minimum order of 250 users for SmartRecruiters for SAP SuccessFactors. On the UK G-Cloud list, Workday prices a bundle that holds Recruiting per employee per year in pounds. UKG invoices its Candidate Texting product per employee per month. That unit covers the texting product only. The units differ, so ask each vendor what your own headcount costs.

Extras follow the same pattern. Oracle puts many AI and messaging features behind Booster. Winston Chat is an add-on to the SmartRecruiters platform. Under Workday’s G-Cloud terms, use of its agent and platform capabilities may require Flex Credits. Ask each vendor for a feature-by-feature list with the price line beside each one.

Language cover differs too. Oracle extracts resume details in more than 20 languages, but recommends against Suggested Candidates for non-English data. UKG’s Candidate Match includes AI tools that are available solely in English and in the United States. Workday Paradox delivers its candidate experience in over 30 languages. The iCIMS Digital Assistant supports candidates in 20 languages. If your candidates apply in several languages, ask for a list by feature and language.

Automatic rejection is the last test. Oracle’s disqualification questions can reject a candidate on their answers. Workday’s Paradox agent asks knockout questions and qualifies or disqualifies candidates on the employer’s hiring criteria. UKG Rapid Hire never makes employment decisions automatically. The customer defines and selects the knockout criteria in its Screening Evaluation. Ask every vendor to list the automatic rules and show what a rejected candidate sees.

Avature’s applicant tracking system is best suited to large enterprises, which is also the profile of Oracle’s named customers. Large employers often hire in many countries and business units. Oracle’s administrator chooses the legal, diversity and disability fields that candidates see in each country. Avature’s ATS is configurable by region, business unit, brand and hiring model. Ask each vendor to show your own countries and business units set up.

Oracle Taleo is a separate product, sold as a standalone suite. Taleo Enterprise and Taleo Midsize are no longer available to new customers. Oracle tells new customers to look at Fusion Cloud HCM. Oracle offers consulting help to move from Taleo to Oracle Recruiting.

Buying no new system is worth weighing if you have fewer than 500 employees. Oracle prices Recruiting and Booster for at least 500. At list price that is $5,500 a month. Our market guide covers the other ways to buy.

Sources Every fact about Oracle Recruiting is from Oracle’s own pages. They include guides, release notes, pricing documents, hosting policies and customer material. Oracle’s descriptions of its own product are taken as true. Where two Oracle pages differ, both are stated and the difference is put to Oracle as a question. The alternatives come from each vendor’s own pages. Every source was read on 2 November 2026.
