What 105 AI sourcing and screening products do and what they cost

Some AI recruiting products find people who have not applied. Others score the people who did. These are different purchases. In New York City, the hiring-software law covers the second kind and its guidance leaves out the first. UK and EU rules reach search tools too. Many products here have a setting that can reject a candidate with no person looking.

Vendors call all of this AI recruiting. The 105 products here do six different jobs. Search tools find people who have not applied. Job boards rent you their database of CVs. Agents do the finding and the screening together. Hiring systems and add-ons score the people who applied. Interviewers talk to each applicant.

An applicant tracking system, or ATS, is the software that holds your applications. Many products here sit inside one or plug into one. Products that hold a full interview with each applicant have their own AI interview agents guide.

Finding people and judging applicants are different purchases

A search tool looks through a database of profiles and messages people who have not applied. Gem searches more than 800 million profiles. Findem searches more than 850 million. SeekOut searches nearly one billion public profiles.

A screening tool reads the people who did apply and scores each one. ADP shows a score from 1 to 100. Breezy HR scores from 0 to 10. Oracle shows 0 to 3 stars on four criteria. Ashby sorts by the share of your criteria a person meets.

New York City’s Local Law 144 covers tools that screen candidates. An employer must have an independent bias audit before use and must tell candidates ten business days ahead. A bias audit checks whether a tool treats groups of people differently. The city’s guidance excludes three things. They are scanning a resume bank, contacting possible candidates and inviting people to apply.

Other places reach further than New York City. The EU AI Act puts AI used for recruitment or selection on its high-risk list, unless an exemption applies. The UK data regulator found search tools that built databases from scraped profiles.

The employer carries these duties, not the vendor. Juicebox’s agreement makes the customer responsible for its own bias audits and candidate notices. Greenhouse does the same for AI policies and consents. ADP makes the client responsible for checking whether its ranking criteria hurt one group more than another.

Many products here have a setting that can reject a candidate or move one forward with no person looking. Most of these rely on knockout questions, which are must-pass questions on the application. Others use rules your team sets. Ask which of these are switched on the day you start.

Settings that reject or move people on

By product
  1. Workable Auto-disqualify and auto-advance

The agent can disqualify a candidate who misses a criterion marked Disqualify. It can move a candidate forward when scores and must-haves meet your thresholds. Auto-disqualify is off by default. A candidate who fails a knockout question on the application form is disqualified automatically.

  2. HeyMilo Disqualify on a required qualification

With Enforce Required Qualifications on, a candidate who fails a required qualification is disqualified automatically.

  3. Humanly Rules that move people on or drop them

Rules your team writes move qualified candidates forward and disqualify those who miss a knockout question. Humanly records every action in your ATS.

  4. Pin A fit-score rule

Pin’s AI chat can accept and reject candidates by a fit-score rule you give it.

  5. SquarePeg Reject from inside the tool

You can move applicants across hiring stages or reject them inside SquarePeg. Only qualified applicants are sent on to your ATS.

  6. Breezy HR Advance on a top score

Top scorers can advance automatically. An AI score cannot send anyone to the disqualified stage. A multiple-choice answer can. Auto-Disqualify moves everyone not hired to disqualified when a role closes.

  7. Workday Knockout questions in the agent

The AI assistant asks required knockout questions by chat or text. It qualifies or disqualifies candidates on your hiring criteria.

  8. SmartRecruiters Rules for each hiring step

Admins can create rules that reject applicants on up to 10 conditions at each hiring step.

  9. Tellent Recruitee Knockout questions

Knockout questions remove candidates who miss the minimum criteria and tell them.

  10. Zoho Recruit Qualifier questions

A candidate who fails a qualifier question is disqualified automatically.

  11. Oracle Disqualification questions

Answers to disqualification questions decide whether a candidate moves forward or is disqualified automatically.

  12. Pinpoint Automations

Automations can route candidates by their answers to screening questions, including rejecting those who are not a fit.

  13. Gem Knockout questions in Gem ATS

Knockout questions in Gem ATS reject candidates automatically on their application answers.

  14. Ashby Auto-reject rules

Ashby offers rules that reject candidates whose application answers match set conditions. They run only when the application is submitted.

  15. Greenhouse Application rules

Application rules can reject an applicant automatically based on an answer to a question.

  16. Maki People Move forward on your criteria

Candidates who meet your defined criteria can move forward in the hiring process automatically.

  17. Talview Move forward after a questionnaire

A rule moves a candidate forward once they finish a screening questionnaire. It also tells the next person and books interviews.

  18. Metaview Reject at the deadline, off by default

Metaview Screening can reject a candidate who misses the deadline. The setting is off by default. It is the only way Metaview rejects anyone without a person.

These products do not reject a candidate on their own. They are Beamery Applicant Review, Eightfold’s AI, Gem AI Application Review and Greenhouse Real Talent. They also include Loxo AI Agents, SeekOut Applicant Evaluation, Vitae AI screening and Metaview Application Review.

What the law and the contract leave with you

New York CityA first violation costs up to $500, and so does each further violation that day. Later violations cost $500 to $1,500. Each day of use counts as a separate violation.
EUThe AI Act puts AI that filters applications or evaluates candidates on its high-risk list, unless an exemption applies. Employers must tell workers and candidates and give oversight to trained people. Most of these duties start on 2 December 2027. Fines reach EUR 15 million or 3% of worldwide annual turnover, whichever is higher. For small and medium-sized firms and start-ups, the lower of the two applies. The Act also bans AI that infers emotions at work, except for medical or safety reasons.
UKThe UK data regulator audited AI recruitment tools. It found tools that built databases from scraped profiles, and tools that guessed gender and ethnicity from a name. Recruiters and candidates were rarely aware. Almost 300 recommendations followed, and all were accepted.
GermanyA works council must agree to guidelines on selecting staff. The employer must tell it about planned AI use in good time.
US statesCalifornia’s rules on automated decision systems started on 1 October 2025 and require four years of records. Illinois treats AI with a discriminatory effect in hiring as a civil rights violation from 1 January 2026. Colorado’s law starts on 1 January 2027. It requires notice to candidates when such a tool is used. After an adverse decision, the employer must describe the tool’s role in plain language within 30 days.
IndiaThe Digital Personal Data Protection Rules were notified in November 2025. They phase in over 18 months.
CourtsIn Mobley v. Workday, a court gave preliminary approval to a group lawsuit. It covers applications that HiredScore AI features scored, sorted, ranked or screened. HiredScore is the AI behind Workday’s Recruiting Agent. In Kistler v. Eightfold AI, plaintiffs allege Eightfold sells reports that rank applicants from 0 to 5. Eightfold has moved to dismiss.
Headcount pricingGreenhouse bases fees on your employee count, including affiliates with access. Beamery charges more if your headcount moves you into a higher band and does not lower fees when it falls. SmartRecruiters requires you to report headcount growth around each anniversary and pay more.
RenewalGreenhouse and Tellent Recruitee can both raise fees at renewal. Recruitee’s rise is up to 5% a year, or the change in consumer prices if higher. Humanly renews at its then-current fees. Lever caps renewal rises at the change in the US Consumer Price Index.
LeavingManatal charges $900 for a full data export including CVs and attachments. Indeed Enterprise licences cannot be paused or cancelled inside the product.
Not on sale to allBeamery’s Ray sourcing agent has limited availability. Greenhouse’s Talent Matching assistant is still a trial version. LinkedIn is rolling out Hiring Assistant gradually. Manatal’s AI Recommendations are still a trial version. Ask whether the feature you are shown is on sale today.
