Applicant tracking systems for large employers
If your HR suite sells its own ATS, price it first, then test a specialist against it. These products charge per employee, per use or by quote, and that changes what a large employer pays. Their contracts differ on exit terms and on how long you have to take your data out. They also differ on what you get when the system is down. In New York City and the EU, the employer also carries its own duties for AI screening.
The ATS that your own HR suite sells, if it sells one. Workday Recruiting · Oracle Recruiting · Dayforce · UKG. For SAP SuccessFactors, SmartRecruiters replaces SAP’s older recruiting product.
iCIMS · Avature · Phenom · SmartRecruiters if you do not run SuccessFactors
Oracle Taleo for a new purchase. Oracle no longer offers Taleo Enterprise or Taleo Midsize to new customers.
The exit terms, the uptime promise, where candidate data is held and your own duties for AI screening.
Where the ATS sits, how it is priced and how you leave
Each of these eight products is an applicant tracking system, so the basic job will not separate them. Three things do, and each changes what a large employer pays or risks. They are where the ATS sits, how it is priced and what it takes to leave.
The first difference is where the ATS sits. Workday sells Recruiting with HiredScore and Paradox as one suite. Oracle’s Recruiting is natively part of Oracle Cloud HCM. A suite gives you one vendor and one contract. A stand-alone ATS gives you two contracts, so the link between it and your HR system matters. SAP bought SmartRecruiters in September 2025. SmartRecruiters for SAP SuccessFactors replaces the older SuccessFactors Recruiting. So for a SuccessFactors customer it is now the suite’s own ATS. SmartRecruiters also works with other HR systems. iCIMS’s most common links go to Workday, SAP SuccessFactors, ADP, Oracle and UKG. Avature offers more than 300 ready-made links.
The second difference is how you are charged. Oracle prices Recruiting for each hosted employee. Dayforce prices it per employee per year, and its subscriptions follow the number of employees in your order. The per-employee subscription costs the same in a quiet year as in a busy one. Workday charges for its AI agents by the work done, in Flex Credits. The Cost section puts figures on both ways of paying.
The third difference is how you leave. A large contract is hard to undo, so the exit decides what a bad choice costs you. Some of these vendors give you no right to end early for convenience. Where a vendor sets a window to take your data out, it runs from 30 to 60 days. The Before you sign section gives each vendor’s terms.
Price your own suite’s ATS first, then test the specialists against it
Eight products are worth a large employer’s time, and they fall into two groups that need different questions. Four vendors sell an ATS beside their HR system. If you run one of those systems, price its ATS first. You deal with one vendor, and there is no link between two systems to set up. Then test a specialist against that price, so you can see what a second contract buys you.
If you run an HR suite, test its own ATS first
If Workday already holds your HR records, Workday Recruiting is the first one to price. It lets a team manage requisitions, screen and interview candidates and extend offers. For frontline hiring Workday also sells a conversational ATS, Workday Paradox. It automates screening, scheduling and feedback collection. The catch is the contract. Workday does not offer termination for convenience, and customers sign multi-year agreements. So ask what you owe if you want out early.
If Oracle Cloud HCM holds your records, price Oracle Recruiting. It is natively part of Oracle Cloud HCM. The base price is $8.00 a month for each hosted employee, with a minimum of 500. Oracle Recruiting Booster adds two-way text and email messaging, interview scheduling and hiring events. It costs $3.00 per hosted employee a month. A customer must opt in before its functions work. So check that your quote includes Booster and that someone switches it on. Oracle’s Fusion Suite pricing needs a term of 36 months or more. Ask whether your order prices Recruiting as part of a suite.
Dayforce is the deal where the contract needs the closest read. Fees are non-cancellable, so the terms of a long renewal matter. An Extended Term, a renewal of 36 months or longer, is subject to an 8% annual increase. Recruiting is its own price line beside the Dayforce Platform, at $43.44 per employee per year. The Talent Acquisition package holds Recruiting and Onboarding and costs $59.88 per employee per year. Dayforce sets a minimum acceptable level of 99.75% availability, excluding maintenance minutes. Ask what Dayforce pays if it misses that level.
UKG sells UKG Pro Recruiting, which it groups with UKG Pro Onboarding as UKG Pro Talent Acquisition. If you are a UKG customer, this is the product to price. The terms decide how easy it is to change course. Under UKG’s master services agreement, services renew automatically for the term in your order. Either side can end a service at the end of a term with at least 60 days’ written notice. Minimum quantities cannot be cut during a term, so size the first order with care. Fees may rise at each renewal. UKG sets production availability at 99.75% for Pro Pay and People Center. Ask for the Recruiting figure in writing.
If you want a specialist, four sell to large employers
SmartRecruiters reads differently for two buyers. If you run SuccessFactors, it is the suite’s own ATS and the one to price first. If you do not, it is a specialist for enterprise hiring of highly skilled and high-volume roles. SmartRecruiters stays available on its own for the foreseeable future. Frasers Group has 4,500 colleagues using it across 20 countries, so it runs at large scale. The default hosting site is Frankfurt, Germany, unless your order sets another country. So check where your candidate data will sit. The per-employee unit price in an order form is fixed for the term. Renewals follow the order form, so ask for the renewal price now.
iCIMS serves more than 4,400 companies across 200 countries, including a quarter of the Fortune 500. It suits an employer that wants a stand-alone ATS beside an HR system it already runs. Its most common links go to Workday, SAP SuccessFactors, ADP, Oracle and UKG. It hosts US data in Virginia, EU data in Germany and Canadian data in Quebec, each with a backup site. Its supported assessment and background-check partners need no extra integration subscription fee. Other links come with limits and integration fees, so ask what yours will cost.
Avature suits an employer that hires in high volume and wants a choice of hosting. It sells the ATS alone or combined with its CRM and onboarding as a suite. It offers a private cloud with data centres in the US, Europe and Asia, or the AWS public cloud. It has FedRAMP authorised status, a US government cloud approval, which matters to US government buyers. Its high-volume customers include USPS, Walmart, DHL and Deutsche Bahn. Large implementations get a professional project manager. With Avature, deeper customisation can add costs, longer implementation and extra testing work. So settle the scope before you sign.
Phenom suits an employer with many sites. Phenom Hire is aimed at multi-location retail, hospitality, healthcare and franchise operators, and Phenom serves more than 700 organisations. A buyer like that should check three things. The first is hosting. AWS hosts all its services in the United States, Canada, Ireland or India. Check that one of those fits where your candidates live. The second is uptime. Its Standard support package guarantees 99.5% uptime, so ask for the figure under your own support package. The third is biometrics, and here the Fraud Detection Agent needs the closest look. When you use it, Phenom collects, stores and uses voiceprints and facial-geometry scans. It keeps biometric data until its purpose is met or three years from collection, whichever comes first. Your lawyers will want to see that before you switch the agent on. Pricing comes through a contact form with no figure.

Skip Taleo for a new purchase
Oracle no longer offers Taleo Enterprise or Taleo Midsize to new customers. Existing customers can keep expanding. Oracle tells new buyers to look at Fusion Cloud HCM, which is where Oracle Recruiting sits.
How these products charge, and where you have to ask for a price
A large employer pays for an ATS in one of three ways. Some vendors charge for each employee and some for each use of an AI feature. The rest give a price only on request. The way that applies decides whether your bill follows your headcount or your hiring volume.
Oracle and Dayforce publish per-employee prices for Recruiting. Oracle charges $8.00 a month for each hosted employee, with a minimum of 500. Dayforce charges $43.44 per employee per year. At 10,000 employees Dayforce Recruiting costs $434,400 a year. Oracle Recruiting costs $960,000 a year, before the $3.00 Booster. The base price follows the size of your workforce. A quiet hiring year costs the same as a busy one.
The AI charges work the other way. Workday charges for its AI agents by the work done. It sells Flex Credits, and its Recruiting Agent uses 6 for each resume it grades. Talent rediscovery on one requisition costs 750. Workday sells 10,000 Flex Credits a year for £7,556 on its UK public-sector price list. That covers about 1,666 graded resumes, so the cost follows your applicant volume and not your headcount. Its rate card is not an offer or a contract.
Dayforce combines both. Its subscription follows employees, and its AI Interviewer adds US$85 for each hire above the contracted number of annual hires. So a large employer can pay once for headcount and again for the AI work that applicant volume drives. SmartRecruiters sells in separate packages priced on usage and value. For SmartRecruiters, iCIMS, Avature and Phenom you need a written quote.
Two public records give a sense of what a large Avature contract is worth. In 2023 a US Department of State delivery order went to Copper River Technologies, LLC for Avature software. The order has a total obligation of $2,738,818.52. Its ceiling is $5,885,678.52 with all options. The award was signed on 27 June 2023. TenneT TSO GmbH published a 2021 notice for an ATS with a CRM system, add-ons, set-up support, training and consulting. TenneT put the total value at €1,277,025 and planned a direct contract with Avature. It planned an initial duration of four years and no fixed end date. Treat these as a sense of scale. Ask Avature how many users each contract covered.
Ask every vendor for the total over the full term. Include set-up, extra links and AI use in that figure.
Six places where a large rollout goes wrong
A large rollout puts many employees, candidates and countries on one system, so a weak contract term costs more. These six points are easier to settle in the contract than after go-live. Each card covers what goes wrong, why it matters and what to do.
A multi-year term that is hard to leave
A large ATS contract is hard to undo, so the exit terms decide your risk if the product disappoints. Workday does not offer termination for convenience, and customers sign multi-year agreements. Under Dayforce’s terms, fees are non-cancellable and non-refundable. Oracle’s standard term is three years. UKG’s minimum quantities cannot be cut during a term. So ask each vendor what you would owe if you left after the first year. Then get the answer written into the order form.
Check which product and support level an uptime figure covers
At your scale, the uptime figure you are quoted may not cover the system you buy. UKG gives 99.75% for Pro Pay and People Center. Ask for the Recruiting figure in writing. Phenom’s 99.5% sits under its Standard support package. Workday provides Service Credits in the event of certain failures. Eightfold sells a recruiting suite with its own AI agents. It commits to at least 99.5% monthly uptime, which allows about 3.6 hours of downtime in a 30-day month. Its compensation is capped at 25% of the monthly fees. Work out what an hour of downtime costs your hiring team. Then ask each vendor which systems, hours and support level its figure covers.
A large candidate database has to move inside a short window
A large employer holds a great many candidate records, and the contract sets how long you have to move them. The windows are short. At Dayforce your access ends at termination. Dayforce may agree to help you move content at its then applicable rates. The request goes in writing at least 90 days before the term ends. SmartRecruiters gives 30 days of free API access, then deletes the data. Oracle makes your content available for 60 days after termination, and Workday gives up to 60 days. At your scale, that is a lot of records to export in a few weeks. So agree the export format and the window in writing, and test an export before you sign.
One missed audit renewal becomes a new violation every day
At your scale, one lapsed audit can mean a new violation every day. Local Law 144 covers tools that screen candidates for New York City jobs. The job must be based in a city office at least part time. A large employer with many sites has to know which of its roles that covers. An employer may not screen with a covered tool unless it had a bias audit within one year before use. A summary of the latest audit must also be public on the employer’s website before use. Each day a tool is used in breach is a separate violation. So penalties grow with every day the tool stays in use. Penalties run up to $500 for a first violation and $500 to $1,500 for each later one. The city agency that enforces the law is DCWP. It holds that the vendor that created the tool is not responsible for its bias audit. So the yearly audit date is yours to track, not the vendor’s. The bias results Workday publishes are specific to its own deployment. So ask each vendor which features count, and when each was audited.
AI Act fines and German works councils both reach the employer
If you hire in the EU, the AI Act can make you answerable for the tools you use. In Germany the works council also has a say. Annex III of the EU AI Act puts AI that filters applications or evaluates candidates among high-risk uses. An exemption in Article 6(3) can apply, but it does not apply when the system profiles people. So ask each vendor which of its features fall under Annex III. An employer that breaches its duties can face fines up to €15 million or 3% of worldwide turnover. The Digital Omnibus moves the date for these rules to 2 December 2027, which gives you time to plan. Vendors carry duties too, such as registering the system in the EU database before it goes on the market. In Germany the works council must consent to guidelines on personnel selection. That also applies where AI is used to draw them up. Works councils in establishments of more than 500 employees can demand such guidelines. A large German site may pass that size. So bring the works council in before go-live, not after.
Links and custom work cost extra
Connecting the ATS to your other systems, or bending it to your process, can add to the bill. iCIMS allows 10,000 API requests a day as standard. API requests are the automatic calls your other systems make. Extra requests are bought in blocks of 10,000. With Avature, deeper customisation can add costs, longer implementation and extra testing work. Under Dayforce’s implementation terms, importing candidate data is available for a fee. Importing job requisition data is not available. Ask for these costs in the quote.
What should you ask each vendor before you sign?
Use these questions when you negotiate, because the answers belong in the order form and not in an email. Each question has a good answer. A vague answer is a reason to keep asking.
- Workday: If we want out after the first year, what do we owe for the rest of the term? Good answer: A figure for each year, written into the order form.
- Oracle: Does our order price Recruiting as part of a suite, and which term does that need? Good answer: A written price and term for Recruiting.
- Dayforce: What is our rise if we renew for 36 months or more, and can it stay below 8%? Good answer: A cap written into the order form.
- UKG: Can we lower our minimum quantities when the service renews? Good answer: A written right to reduce them at each renewal.
- UKG: What availability figure covers UKG Pro Recruiting? Good answer: A written figure for Recruiting itself.
- SmartRecruiters: Which hosting country will our order name, and what would the uptime penalty be in money? Good answer: A named country and a figure for our fees.
- SmartRecruiters: What per-employee price applies when our term renews? Good answer: A written renewal price, or a cap on the rise.
- iCIMS: How many API requests a day will our links need, and what do extra blocks cost? Good answer: A request count and a price for each block.
- Avature: How many users did the State Department and TenneT contracts cover, and how does our quote compare? Good answer: A user count for each contract and a total for our term.
- Phenom: If we switch on the Fraud Detection Agent, which biometric data do you keep, and for how long? Good answer: A written retention period, no longer than three years.
- Eightfold: Will you raise the 25% cap on uptime compensation? Good answer: A higher cap, or a right to leave after repeated outages.
- Every vendor: Which of your AI features count as an automated employment decision tool in New York City? When was each one audited? Good answer: A list of features with audit dates and each summary.
- Every vendor: How do we get every candidate record out, and in what format? For how long after the contract ends can we do it? Good answer: A named format and an export window written into the order form.
