Learning management systems for regulated industries

An inspector wants proof that the right person finished the right training and that nobody changed the record afterwards. Absorb, Cornerstone, Docebo, eloomi, SAP SuccessFactors Learning and Tovuti support 21 CFR Part 11. This FDA rule decides when electronic records and signatures count as trustworthy. EasyLlama has a Part 11 document signature, sold as an add-on. Before you pick one, read what its contract does with your records when the contract ends.

What changes when an inspector reads your training records

Assigning courses, chasing late people and recording who finished are the basic jobs. Docebo automates enrolment. It also automates tracking and certification of compliance training. Cornerstone assigns required training on its own, by role, location and policy. Relias assigns collections of training by staff role. A regulated employer needs those basics too. Three more things change what you buy.

The record has to be provable

A signed electronic record must show the signer’s printed name, the date and time, and what the signature means. Part 11 also requires time-stamped audit trails. It requires validation too. Validation means proving the system is accurate and reliable. It must also be able to spot invalid or altered records. Part 11 covers electronic records kept under FDA record rules.

Some laws make you keep the record

Some OSHA standards require a written record of training, kept for as long as the person works for you. Illinois requires employers to keep a record of all trainings under its harassment prevention rules. The Illinois human rights department tells employers to keep their own copy. For closed systems, Part 11 lists record protection among its controls. That protection must let you retrieve records accurately and readily throughout the records retention period.

Health data may sit outside a vendor’s terms

Some vendors bar health data in their terms. Others act as a business associate under HIPAA. That is a company that handles patient data for a healthcare provider. Others offer a business associate agreement. Check which kind your vendor is before you load any records.

Bridge, CYPHER Learning, Docebo, eloomi, Access LMS Evo, 5Mins, Fuse and Totara all aim at financial services. Among them, eloomi covers anti-money-laundering, cybersecurity and whistleblower training. Ask your compliance team which records your own regulator inspects, then ask each vendor to produce them.

Which products can show an inspector a signed, logged record?

A Part 11 claim means little until you see the record behind it. The table pairs each claim with what an auditor can see.

SkyPrep’s Part 11 page offers signatures that capture name, ID, date, time and meaning. Its help article adds that SkyPrep cannot offer a turnkey (ready-to-use) Part 11 solution. Ask which parts you must build or check yourself.

For health data, the terms matter more than the features.

Totara holds the NHS Data Security and Protection Toolkit, ISO 27001 and Cyber Essentials certifications. Its certification management and audit-ready reporting support regulated environments.

Bridge, Schoox, Axonify, LearnUpon, Trainual and YOOBIC bar health data or say they are not HIPAA compliant. Bridge is the clearest case. Bridge suits healthcare and other regulated industries, yet its terms bar HIPAA protected health information. Schoox bars it too. Axonify bars medical information that could legally be considered private. LearnUpon will not be a fit for companies that need HIPAA compliance for health or sensitive personal data. Trainual is not HIPAA compliant and has no plans to become so. YOOBIC is not a HIPAA business associate.

On one UK price list, validated SAP learning costs almost twice the standard

A regulated employer pays for proof as well as training. Validation, signatures and audit trails can change the price. SAP SuccessFactors Learning has a standard service and an optional validated service. NTT DATA’s UK government price list charges £1.26 a user a month for Learning for up to 2,000 users. It charges £2.37 for Validated Learning. For 2,001 to 5,000 users the prices are £1.21 and £2.32. The list excludes VAT. Prices rise 3.3% at each yearly anniversary. Ask SAP for a quote of your own.

Tovuti, EasyLlama, TalentLMS and Disprz publish a price. Tovuti starts at $7,500 a year for the first 100 learners, and healthcare teams may qualify for sector-specific pricing. EasyLlama charges $59.95 a user a year on Core and $89.95 on Ultimate. Its terms count document signature among its add-on services. TalentLMS Pro costs $449 a month for 1 to 100 users, plus $6 for each extra user. Disprz Essentials starts at $2 a learner a month. Its terms add 10% a year from the end of the first licence year, unless the order form changes it.

Two more UK government price documents give headline prices for other products. On Totara’s own list, the Base package for 1,000 users costs £26,200 a contract year. On a UK reseller’s government price list, Docebo Elevate for 250 yearly active users costs £18,340 a year.

Absorb publishes no price and points buyers to its sales team. HealthStream covers pricing in its demo, and no price is on its Learning Center page. Relias sets fees in an ordering document that follows the subscription, the quantity bought and professional services. Ask each vendor to price the signature and audit features in the same quote.

Your records can leave with the contract

Some laws make you keep the record. The contract decides how long the vendor keeps its copy. The terms below run from prompt deletion to six months.

30 days at Absorb and Docebo

Absorb lets clients export data on termination and ask for deletion within 30 days. It deletes backups after 30 days. Docebo makes your materials available for 30 days after expiry or termination. Its data processing terms put logical deletion within 60 days.

60 days at EasyLlama, if you have paid in full

If the account is paid in full, EasyLlama makes completion data available to export. You must ask in writing within 60 days after the agreement ends. After the 60 days it may delete all customer data and completion data without further notice.

One to three months at SkyPrep and Tovuti

SkyPrep keeps data for 90 days after cancellation and then deletes it for good. Tovuti deletes customer personal data within 30 business days of the service ending.

Up to six months at SAP and Cornerstone

In SAP’s data processing terms, the customer instructs SAP to delete remaining personal data. This happens within a reasonable time, not more than 6 months. Under Cornerstone’s UK government terms, it keeps a copy of client data for no more than six months after termination. It then destroys data you have not retrieved.

Three months at Relias

Relias has no duty to keep your data longer than three months after the subscription ends. If you are current on fees, it provides the data on reasonable request at no extra fee during those months. Fees may apply after that.

Thirty days or less at Axonify, Trakstar Learn, Disprz and Schoox

Axonify may irretrievably delete your content 30 days after termination. Trakstar Learn may delete your data after 30 days, and you must download it yourself. Disprz returns or destroys personal data within 30 days, unless law or audit requires retention. Schoox deletes content promptly after the end and has no obligation to archive it.

Long logs, short contracts at eloomi and Zoho Learn

eloomi keeps audit logs for 5 years, yet it deletes the platform one month after the last subscription date. Zoho Learn stores audit trails for six years, yet it deletes all data in the account on termination.

Two other risks sit beside this one. Each depends on what your records hold and which rule covers them.

Part 11 support is not a validated system

Part 11 requires validation of the system. SAP sells a validated service apart from its standard one. The validated service runs on an annual release schedule instead of quarterly updates.

Check the terms for the data you plan to hold

Disprz serves Duopharma Biotech, a pharmaceutical maker with more than 1,900 staff. Its terms still bar uploading patient data and Part 11 data unless the data protection officer allows it in writing.

What should you ask before you sign?

Get each answer in the contract, not on a call.

Relias: Will you keep our records longer than three months after the contract ends, and at what cost? Good answer: A period in years in the order form, with a price.
Cornerstone: Can we export every record, signature and timestamp before the six months end? Good answer: A full export in a file we can open without your software.
Trakstar Learn: You may delete our data after 30 days. Will you keep our training records for the years we must keep them? Good answer: A written yes with the number of years.
Docebo: Does the audit trail that cannot be changed cover learner completions and signatures, or only administrator actions? Good answer: Both, proven with a sample export.
EasyLlama: If a bill is in dispute when the contract ends, can we export our records within 60 days? Good answer: A yes in the contract.
Docebo: Is 30 days long enough to export every signature and timestamp? Good answer: A test export finished well inside 30 days.
SAP: What does Validated Learning cost for our number of users, beside the standard price? Good answer: Both prices in one written quote.
SAP: How many releases a year touch our records, and who re-checks them? Good answer: A number of releases and an owner by name.
SkyPrep: Which parts of Part 11 do you supply, and which parts must we build or check ourselves? Good answer: A written split between the two.
Absorb: Do the Part 11 e-signatures work on every plan and for every course? Good answer: A yes in writing, or the name of the plan that has them.
Disprz: Will your data protection officer allow our training records in writing before we sign? Good answer: A signed note with our records on it.
HealthStream: Does your business associate role cover the Learning Center? Will you sign an agreement that confirms it? Good answer: A signed agreement that includes the Learning Center.
Bridge: Your terms bar protected health information. Which healthcare training records may we hold in Bridge? Good answer: A written list of what is allowed.
