You buy a package, and the learning product sits inside it

Cornerstone calls Cornerstone Learning an enterprise learning product. It covers certifications, reporting, learning paths by role and self-directed learning. It combines two tools. A learning management system records and assigns training. A learning experience platform suggests courses to each person. Companies use it to onboard staff, run compliance training and renew certificates.

You rarely buy it alone. Learn+ holds Learning, a content subscription, Role Readiness Academies and AI features for learning. Elevate+ adds performance management, a talent marketplace and AI for talent development. HCM+ also covers hiring, moves between roles, succession and pay. Intelligence+ and Readiness Agents are sold separately.

The AI suggests courses from each person’s skills, role and past learning. Galaxy AI is Cornerstone’s own technology. It is not trained on customer data. It uses customer data only inside the customer’s environment. A person can review critical recommendations. It holds ISO 42001, a standard for managing AI. Relevant packages include AI assistants. Readiness Agents, such as Embark Navigator, are sold one outcome at a time. Ask which AI features your package includes.

Saba LMS is the older system. Cornerstone bought Saba in April 2020 for about $1.295 billion. Cornerstone now invites Saba customers to upgrade. It promises an automated data move into Cornerstone Workforce AI. If you are offered Saba, ask which product the order form covers. Ask what the upgrade route costs.

What public buyers paid per user varies widely, so a Cornerstone quote depends on what it contains. The Maryland Department of Transportation’s current contract is priced at $6.96 per end user. An earlier statewide contract was priced at $6.58. A Consumer Financial Protection Bureau order covered 1,700 users and was worth $413,847.04 over five years from November 2018. That works out at about $49 per user a year.

US federal orders can be large. A Social Security Administration order was worth $1,107,877.21 for one year from September 2024. A Navy order for Cornerstone licences was worth $6,447,500 for one year from September 2025. Learn+, Elevate+ and HCM+ are licensed per employee per year. Intelligence+ and Readiness Agents use bands based on total employee count. So ask for the price per employee per year, with each product and service on its own line.

Cornerstone’s UK public sector prices are in pounds, before VAT. Cornerstone Learning has a minimum of £12,000 a year. Per-user prices fall from £14 to £7 a year as the user band grows. With the two-year minimum term, that minimum commits you to at least £24,000. Cornerstone Learn, the complete employee suite, has a minimum of £18,000 a year. Its per-user prices fall from £20 to £13.

Licence prices include hosting, account management, standard support, maintenance and upgrades. Discounts run from 10% under £250,000 to 25% over £5 million. Cornerstone puts a typical first implementation at about 6 to 8 weeks. These are public sector prices, so a private company may be quoted differently.

Seven questions for the sales call

1. Am I buying Cornerstone Learning or Saba LMS, and which package is it in? Good answer: One named product and one named package on the order form.
2. What is the price per employee per year at my headcount, with each extra product on its own line? Good answer: A written figure for every line, including implementation.
3. Is the minimum term two years, and can I leave before it ends? Good answer: A stated term, and any exit right written into the contract.
4. Which AI features need Intelligence+ or a separate order? Good answer: A list of what each package includes, attached to the order form.
5. Where will my data be hosted, and which countries can it move to? Good answer: A named hosting location and a list of transfer countries.
6. What do I get when I leave, in what format, and who pays for the export? Good answer: A named format, a stated price and a date, agreed before signing.
7. What uptime do you promise, and what do I get if you miss it? Good answer: A written percentage with a remedy. Its UK public sector offer promises 99.5% a month, excluding maintenance.

Alternatives to Cornerstone
