Strategic workforce planning software for mid-sized companies (200 to 2,000 people)
Few strategic workforce planning tools are built for companies of 200 to 2,000 people. If your HR system is Dayforce or UKG Pro, look at its planning tool first. If you have about 500 employees or more, demo 4PLAN HR. Below 500 people, build your own tool to plan workforce scenarios. The main risk is paying for a headcount-budgeting tool when you need a workforce plan.
Demo Dayforce, UKG Pro or 4PLAN HR. Skip Crunchr, Faethm and Visier
Your HR system and your headcount decide what to demo, more than any feature list.
The planning tool inside Dayforce or UKG Pro, if either is your HR system. 4PLAN HR, from about 500 employees. Pigment, only if Finance already budgets on it.
Build an AI agent that plans workforce scenarios from your HR data and business plan. Ask us how to build it.
Crunchr, because its smallest named customer has 3,000 employees, above the 200 to 2,000 range. Visier, because you must buy Visier People Essentials first, then its planning tool. Faethm, because it names no HR system it links to, so check how your data reaches it.
Personio’s Workforce Planning and 4PLAN HR LIGHT are headcount-budgeting tools, not strategic workforce planning.
Dayforce lists its planning add-on at $54.00 per employee per year, on top of the Dayforce Platform. Ask every vendor except Dayforce for a written quote before you demo.
Workforce planning software sets today’s staff against the staff you will need
Before you demo any tool sold as workforce planning, check that it does three things.
- You can build and compare scenarios of your future workforce.
- Each scenario starts from the people you have, including who may leave, retire or change roles.
- The software works out the people you will need from the business plan.
Read the main guide for how the whole market compares.
Below 500 people, build rather than buy 4PLAN HR LIGHT
4PLAN HR LIGHT is sold for about 80 to 500 employees, but it is a headcount-budgeting edition. Buy LIGHT for a budget, not for a workforce plan. Ask us how we would build an AI agent on your HR data.
4PLAN HR and Pigment name customers inside the 200 to 2,000 range
Dayforce and UKG Pro fit only companies that already run them
Dayforce sells Strategic Workforce Planning as an add-on to the Dayforce Platform. Dayforce’s tool lets you test workforce scenarios and see the outcome before you make changes. Dayforce’s tool also flags costly layers and misaligned spans of control. Dayforce names no customer case study for this planning tool, so you cannot check how another company uses it.
UKG Pro includes Strategic Workforce Planning in its HR suite. UKG names Costa Coffee as a customer of the tool since late 2021. With 16,000 baristas, Costa tells you little about planning for 2,000 people or fewer.
4PLAN HR is aimed at companies from about 500 employees
Westfalen Weser Netz, a regional utility company, uses 4PLAN HR for workforce planning. Westfalen Weser Netz has about 1,100 employees, inside the 200 to 2,000 range. Setup with 4PLAN HR’s consultants starts from its Core Template and usually takes 2 to 3 months. 4PLAN HR’s aim is that your team then makes changes without IT help.
Demo Pigment only if Finance budgets on it, then plan the build
Pigment sells one planning platform to Finance, sales and HR teams. Pigment’s workforce planning is a template you adapt, which Pigment calls “blueprints with customization in mind.” One named Pigment workforce customer, Carta, has more than 1,800 employees, inside the 200 to 2,000 range. Carta’s build took 12 weeks, with Pigment’s own modelling team.
Skip Crunchr, Faethm and Visier for companies of 200 to 2,000 people
- Crunchr’s planning tool runs on its people analytics platform, which a 2022 Crunchr press release calls “for Enterprise HR teams.”
- Faethm needs your team to supply anonymised workforce data before its models can run.
- Visier’s planning case study describes an unnamed company of 50,000 employees, far above the 200 to 2,000 range.

Only Dayforce publishes a price for a strategic workforce planning tool
Dayforce lists Strategic Workforce Planning at $54.00 per employee per year. At list price, the add-on costs $10,800 a year for 200 employees. For 2,000 employees, the add-on costs $108,000 a year at list price. You also need the Dayforce Platform, at $171.96 per employee per year.
Dayforce’s Planning and Analytics package adds People Analytics, at $66.00 per employee per year in total. 4PLAN HR, UKG and Pigment quote on request. Crunchr, Faethm and Visier publish no price.
4PLAN HR LIGHT, the budgeting edition, costs from €349 a month for one user, before VAT. 4PLAN HR LIGHT adds two days of onboarding to that price.
Personio sells Workforce Planning in its Core Pro plan, by quote. Personio adds a one-time setup fee that depends on company size.
A headcount budget is not a workforce plan
A headcount budget plans next year’s hires, not who you will need
Strategic workforce planning also works out who you will lose and who the business plan needs.
Personio’s Workforce Planning sets one target, with no scenarios
Personio’s target covers headcount and cost for each team. One person creates the plan, and a reviewer gives final approval. Personio’s tool also does not work out who you will lose or who the business plan needs.
If you run Personio, look at TalentMapper for planning
Personio says it suits companies of 10 to 5,000 employees, so size is not the problem. TalentMapper is an app in Personio's marketplace. Another company makes it. TalentMapper says it supports strategic workforce planning.

- Faethm: Can you name a Strategic Workforce Planning customer, with its headcount? Good answer: A named company of 200 to 2,000 people.

Near 2,000 people, read the enterprise guide as well
- If your HR system is Workday or Oracle, read the enterprise guide on its planning tool first.
- Anaplan and Orgvue give you a platform, not a finished plan, so someone must build your plan.
- Nakisa and TalentNeuron come with a planning method already built, so you follow set steps.
- SAP’s new planning tool is not on sale until November 2026, so ask SAP for a firm date.
