Strategic workforce planning software for large enterprises (more than 2,000 people)
If you run Workday, Oracle, UKG Pro or Dayforce, demo that vendor’s own planning tool first. Anaplan, Pigment and Orgvue sell a platform that someone must build your plan on. Nakisa, Visier and TalentNeuron sell a planning method already built. Only Dayforce publishes a price, so ask the others for quotes. The main legal risk is that Oracle’s planning tool and Visier People can predict which employees may leave.
Demo your HR vendor’s planning tool first if it sells one, then decide who builds your plan.

Predictions about individual employees can bring EU AI Act duties for employers in the EU. Check the legal duties before you use the predictions in Oracle’s planning tool or Visier People.
Workforce planning software tests scenarios for the workforce your plan needs
Strategic workforce planning software builds and compares scenarios of your future workforce. Each scenario starts from the staff you have, then works out the staff the business plan needs.
At more than 2,000 people, the choice turns on your HR system and on who builds your plan. Expect almost no published results for the planning product itself, so test each one on your own data. Read the main guide for the whole market, at every company size.
Above 2,000 people, the split that matters is who builds your plan
Workday Adaptive Planning, Anaplan, Pigment, Oracle and Orgvue give you a planning platform, not a finished plan. Someone has to design your plan on it before you get any answers. Carta’s build on Pigment took 12 weeks with Pigment’s own modelling team.
Nakisa, Visier, TalentNeuron and Dayforce sell a planning method already built. You load your data and change the assumptions inside the method the vendor built.
We would pick a platform if someone on your team can build and maintain a planning model. We would pick a ready method if you would rather adjust a finished plan than design one.
The Executive Centre, with more than 2,000 staff, built its workforce planning on Anaplan. TVH, an Orgvue customer, has about 5,300 staff. Ask any vendor you shortlist for a customer of more than 2,000 people you can call.
Workday, Oracle, UKG and Dayforce customers should demo their own tool first
If you run Workday, demo Workday Adaptive Planning first. A setup wizard links Adaptive Planning to Workday HCM. Workday sells Adaptive Planning as finance planning software that also covers workforce planning. Check whether your Finance team already licenses Adaptive Planning before you buy.
If you run Oracle Fusion HCM, demo Oracle Strategic Workforce Planning. Oracle’s planning tool runs on Oracle’s wider planning platform (EPM). You or a partner must set up the business numbers the plan is calculated from before it runs.
If you run UKG Pro, Strategic Workforce Planning is one of the tools UKG Pro includes. Costa Coffee has used UKG’s planning tool since late 2021 across more than 1,500 UK locations.
If you run Dayforce, Dayforce Strategic Workforce Planning is a ready planning tool inside it. Dayforce built its planning tool on Agentnoon, a workforce planning company Dayforce bought. Dayforce publishes no named customer story for its planning tool yet.
SAP plans to start selling its new workforce planning tool in November 2026. Today, SAP SuccessFactors customers can use SAP SuccessFactors HR Analytics and Workforce Planning. SAP’s current planning tool builds workforce plans from your latest HR data.
Pigment gives a starting model, and Anaplan and Orgvue charge for consultants
Your own team or a partner builds the plan on Anaplan. BT has run its workforce planning models on Anaplan for about five years. Anaplan’s only public contract, a November 2018 Google Cloud Marketplace edition, bills its consultants’ help separately. Ask Anaplan to price its consultants’ help with the licence.
Pigment gives you a ready-made starting model for workforce planning, which you adapt. Pigment’s list of ready-made links marks Workday as “On the Roadmap”, meaning not available yet.
You build your plan on Orgvue with its own consultants, called Expert Services, or with a partner. Orgvue bills its consultants’ fees monthly, separately from the yearly subscription fee.
Nakisa suggests fixes, Visier needs People Essentials, and TalentNeuron adds market data
Nakisa’s Strategic Workforce Planning Suite reviews your workforce by numbers, cost, skills, make-up and structure. The Suite then sets out ways to close a shortfall, such as training, hiring, contractors or automation.
Nakisa reads from and sends approved changes back to SAP SuccessFactors, SAP HCM, Workday and Oracle E-Business Suite. Nakisa reads Oracle Fusion data in real time. Its ready-made link to Oracle Fusion is not available yet.
Visier Workforce Planning comes with four ready models, for headcount and cost, headcount forecasting, diversity goals and skills. You must buy Visier People Essentials before you can buy Visier Workforce Planning. Providence, a Visier customer, says it hired over 2,000 caregivers ahead of vacancies.
TalentNeuron’s planning tool guides you step by step, using its own data on the job market. The tool combines TalentNeuron’s job market data with your own attrition and retirement figures. TalentNeuron’s terms say it owns all data your use generates, which can limit what you keep if you leave.

Dayforce’s planning tool costs $54.00 per employee per year, plus its platform
The Dayforce Platform under the planning tool costs $171.96 per employee per year. At 2,000 employees, the planning tool alone lists at $108,000 a year. Workday, Oracle, UKG, Pigment, Orgvue and SAP quote on request. Anaplan, Nakisa, Visier and TalentNeuron publish no price.
Nakisa licenses per user, so its cost follows the number of people who plan, not your headcount. Oracle priced its planning tool per employee counted in a 2021 UK Ministry of Justice order, so cost followed headcount. Anaplan’s UK government listing gives volume discounts from 5% to 30% as yearly contract value grows.
Orgvue’s order forms add 7% to the price every year of a term. You cannot end a committed Orgvue term early just because you want to. TalentNeuron can raise its fees by up to 5% at each 12-month renewal. TalentNeuron’s contract renews unless you give 30 days’ notice.
Predicting which employees may leave can bring EU AI Act duties
Oracle and Visier can predict things about one employee at a time
Oracle’s planning tool can predict how an employee will perform. It can also predict whether that employee will leave. Visier People can score which named employee is likely to resign next. UKG, SAP and Pigment name no such prediction for their planning tools. Ask every other vendor if its tool predicts anything about one employee.
Predictions about one employee can bring EU AI Act duties from December 2027
Under GDPR, software that predicts how one person will perform at work is profiling. The EU AI Act lists some uses of AI at work. A listed system that profiles people is always high-risk. From 2 December 2027, employers in the EU must tell affected workers and their representatives. They must do so before they use a high-risk system. Visier’s AI Addendum covers hiring, pay and other staff decisions. You may not base them mainly or only on its AI. A person must still make each decision, with the AI as one input.
German and French law cover the plan itself, whatever tool you buy
In Germany, employers must inform and consult the works council on personnel planning. In France, employers with at least 300 staff must negotiate on jobs and career paths every three years. The French negotiation must cover a plan for future jobs and skills.
What should you ask each vendor before you sign?
- Workday: Who builds our workforce plan after the setup wizard links Adaptive Planning to Workday HCM? Good answer: A named team and a timeline, in writing.
- Workday: Does Adaptive Planning predict anything about a named employee? Good answer: A plain yes or no.
- UKG: Who builds our planning model in UKG Pro, and how long does it take? Good answer: A named role and a time in weeks.
- SAP: Will the new planning tool go on sale in November 2026, and at what price? Good answer: A written date and a quote.
- Dayforce: Can we speak to a customer of more than 2,000 people who uses it? Good answer: A named reference you can call.
- Pigment: If we run Workday, can our HR data reach Pigment today, and how? Good answer: Yes, with a method you can test in the demo.
- Pigment: Is your modelling team’s time billed on top of the licence? Good answer: One figure, in the order form.
- Orgvue: Can you remove the 7% yearly increase from our order form? Good answer: Yes, in writing.
- Visier: Does the Headcount Forecasting model use Visier People’s score for who may resign? Good answer: A plain yes or no.
- TalentNeuron: Can we own the data generated by our use? Good answer: Yes, written into the contract.
- Nakisa: Does the Suite predict or flag anything about a named employee? Good answer: A plain yes or no.
