Paycor Recruiting: the hiring system inside the Paycor suite
Paycor Recruiting fits best if Paycor already runs your payroll or HR. Its AI tools are changing, and Paycor’s own documents disagree on what is ready. Recruiting keeps its own job records and its own reports. The data export at the end must be downloaded within seven days.
Paycor Recruiting makes most sense for a company that already runs Paycor
For customers who use other Paycor products, billing and login sit in the Paycor suite. A hire can move on to Paycor Onboarding when Recruiting connects to Paycor or another supported HR system.
You already use Paycor for payroll, benefits or time and want Recruiting on your Paycor invoice. You also want free posting to Indeed, LinkedIn, Glassdoor and ZipRecruiter.
You are counting on the AI assistant from the day you sign. Paycor’s documents disagree on whether WISE Assistant is ready, so put the first question below to Paycor. Skip it too if you want hiring reports inside Paycor’s main analytics.
Paycor publishes plan prices for companies under 50 employees. They run from $99 to $199 a month, plus $5 to $12 per employee a month. You can add Recruiting to a plan as a product, so ask what it costs. From 50 employees up, Paycor asks you to call.
What Paycor Recruiting does, from approved job to hired person
Paycor Recruiting does some steps of a hire itself and hands others to partner companies. That matters because a hand-off is where a separate fee or a limit can appear. The steps below follow a hire in the order it happens.
A hire starts with approval. Paycor offers several approval levels for job postings and offers, so a request is checked before the job opens. Administrators can add, change and remove their own hiring stages, so the pipeline can follow how your team works. Application Builder lets them design custom applications with blocks and fields. That helps when one form does not suit every role. You can build a careers page that matches your website without IT support. Spanish is the only other language Paycor supports for applications. If you hire in other languages, ask Paycor first.
Posting comes next. Recruiting supports free posting to Indeed, LinkedIn, Glassdoor and ZipRecruiter, and it does this automatically. Paycor’s partners post to 20,000 or more job boards. Administrators can add a pay range, which appears above the Apply button, so candidates see the pay before they apply. Internal postings let current employees apply separately from outside candidates. The system marks them as internal applicants.
Interviews come after that. Administrators set scoring forms with criteria for the job. Every interviewer completes the same criteria for each candidate. That makes it easier to compare candidates on equal terms. Hiring also reaches beyond the job board. Employees can share jobs through a referral tool and an app called Gravity, where they earn rewards. Agency Manager covers work with outside recruiters. Users can submit and track background checks through an integrated provider. The limits section below covers the other hand-offs to partner companies.
Three of Paycor’s AI features touch Recruiting, and each is at a different point in its life. AI-generated job descriptions are available to all Recruiting clients. Paycor announced them on 1 June 2023, powered by Microsoft Azure’s OpenAI Service. Paycor tells administrators to review and edit the text. It holds them responsible for accuracy and compliance.
Smart Sourcing finds candidates before they apply. It uses AI to find, contact and rank candidates, then sends them to Recruiting. It searches more than 1.5 billion profiles from public professional and technical websites. Paycor offers three methods. With the AI Source Candidates method it finds and contacts candidates automatically. It sends up to two emails asking whether a candidate is interested. In the other two methods your recruiter chooses the candidate or does the outreach. If GDPR or CCPA covers a role, the manual messaging method is not open for it. Smart Sourcing retires on 31 January 2027.
WISE Assistant for Paycor Recruiting takes its place at no extra cost. It is an AI tool that works with Recruiting. Its recommendations rest only on the job description’s key requirements, the screening answers and the resume. A help article updated on 30 October 2026 covers what it does. It surfaces and groups top-fit candidates. It also re-engages talent and generates personalised outreach automatically. The same article puts WISE Assistant for Paycor Recruiting in the planning phase and not available yet. The retirement notice adds that Paycor enables early access in waves. The early version may not include all features.
Paycor’s wider WISE offer covers more than WISE Assistant for Recruiting. In the wider WISE, the system calls candidates, asks your screening questions and scores the answers automatically. Ask whether calling and scoring come with WISE Assistant for Recruiting.
Our guide to applicant tracking systems covers how the rest of this market handles the same steps.
The results Paycor quotes for its AI sourcing tools
Paycor quotes results for its AI tools, and they are the vendor’s own figures. Before you use one in a business case, find out which tool it belongs to.
For WISE Assistant, Paycor reports that it saves up to 14 hours a week and makes hiring 60% faster. More than 2.9 million candidates are matched, and customer satisfaction is 95%. Matched candidates are five times more likely to be hired. For Smart Sourcing, the candidate search is 25% faster at 28% lower cost. It captures 67% of the talent other solutions miss. Paycor adds that with Smart Sourcing a buyer will spend up to 75% less on sourcing in 50% less time.
One catch is the timing. Paycor’s product page quotes the WISE Assistant figures, yet its help article puts the tool in the planning phase. Ask Paycor which customers and which product version sit behind each figure, and how it measured them.
Where Paycor Recruiting works in your favour
Most of Paycor Recruiting’s strengths come from the suite around it. They count for more if you already use Paycor.
One Paycor invoice and one hand-off to onboarding
Customers who also use Paycor products such as Payroll, Benefits or Time pay for Recruiting on their Paycor invoice. A hired candidate moves into Paycor Onboarding. That works when Recruiting is connected to Paycor or another supported HR system. Onboarding then prompts the new hire to complete Form I-9 electronically. It stores the signed form on the employee record. Offer letters carry no extra cost from Paycor, though DocuSign bills for its e-signatures.
Standard users do not take up a Recruiting licence
Each Admin or Staffing user takes up one Recruiting licence, at the rate in your contract. Standard users do not take up a licence. The bill therefore follows the licences you hold. A deactivated administrator’s licence stays on the bill. Ask Paycor which tasks need an Admin or Staffing role.
Equal opportunity records are part of the product
Administrators can ask candidates for gender, race or ethnicity and veteran status. Answering is optional for the candidate. Flow logs track applicant activity and demographics and export to Excel or CSV. An activity log time-stamps every user who exports one. These logs matter if OFCCP rules apply to you. OFCCP is the US office that sets hiring record rules for federal contractors. Paycor Recruiting follows all OFCCP requirements.
WISE Assistant does not make hiring decisions
WISE Assistant does not operate independently and does not make hiring decisions. A Candidate Fit summary explains how each fit score was compiled. Users can give thumbs-up or thumbs-down feedback. For WISE in general, Paycor adds that recommendations can be accepted or dismissed. Paycor also advises that a person should review any tool’s screening or ranking before anyone is rejected.
An outside firm has audited the engine behind WISE Assistant
Paycor offers WISE Assistant through Wizehire. Holistic AI ran an independent bias audit of Wizehire and Scout. Holistic AI has also evaluated Paycor’s AI hiring tools. The evaluations have not surfaced evidence of bias. An audit does not move the risk to Paycor. You keep full responsibility for hiring decisions and compliance when you use AI tools such as WISE Assistant. Ask for the report, what it covers inside Paycor Recruiting, and what Scout is.
Who it suits, and who owns Paycor now
Who gets the most from Paycor Recruiting depends mainly on what else you run from Paycor. A change of owner at Paycor also raises a question for customers about whether the product moves.
A company that already runs Paycor
Two things tie Recruiting closely to the suite. Paycor bills it on the Paycor invoice when you use it with other Paycor products. Users also reach Recruiting through a login from Paycor. The hand-off to Paycor Onboarding is looser. It works when Recruiting connects to Paycor or another supported HR system.
Paycor sells to companies from ten people to thousands
Paycor sells across sizes, but only buyers under 50 employees see a plan price. Its platform was designed for organisations from ten to thousands of employees. Paycor groups its offer under 1 to 49, 50 to 1,000 and 1,000 or more employees. It quotes the YMCA of Greater Cincinnati, an employer of 1,400 people, in its Recruiting material.
A team that hires many hourly workers
Paycor warns that Smart Sourcing may be less effective for high-volume hourly jobs. That tool retires on 31 January 2027. Ask how its replacement performs on hourly roles.
Paycor customers stay on the Paycor platform after the sale. Paycor will operate as a standalone business unit of Paychex. On 14 April 2025 Paychex, Inc. completed its acquisition of Paycor HCM, Inc. Paychex paid $22.50 a share, about $4.1 billion of enterprise value. Paycor had been a public company since 2021. Adam Ante, the former Paycor chief financial officer, leads the unit and reports to the Paychex president and chief executive.
Where Paycor Recruiting stops
Paycor Recruiting is one part of a larger suite, and it does not always work as one product. These are the places where it works apart, so check them before you assume otherwise.
Jobs in Recruiting and in Paycor’s HR platform are separate records
The two sets of jobs do not sync automatically. Ask what carries across when you hire, and what your team enters twice.
Recruiting reports stay out of the main Paycor Analytics
Recruiting analytics track time-to-hire and lead sources. They do not roll up into the main Paycor Analytics. A leader who wants one view of hiring and pay has two places to look. WISE Assistant has no usage metrics or reporting at this time.
Meetings, video and tests come from partners
Zoom is the only virtual meeting platform integrated with Recruiting. Candidates book their own interviews through Cronofy. One-way video interviews run through Spark Hire. Assessments reach Recruiting through Tavio, which charges a separate subscription fee. You can get Candidate Texting in the Marketplace once your registration is approved. Candidates must opt in before they get a text.
Recruiting does not tell a candidate who fails a must-have question
You set the acceptable answer to each minimum qualification question. Any other answer turns the application inactive on its own. The system does not notify that candidate. Paycor holds you responsible for meeting candidate notice rules where you hire. Plan your own message, and check the rules before you switch these questions on.
Smart Sourcing ends on 31 January 2027 and its data does not move
Customers are upgraded to WISE Assistant at no extra cost. The Smart Sourcing data is not migrated. A customer can tell Recruiting Support it does not want the upgrade.
Paycor’s documents disagree on data and on AI in hiring
Under its general terms, Paycor may use client data to evolve, train, improve, optimise and develop services and new features. Its WISE page adds that customer data is never used to train public AI models. Its privacy policy adds that Paycor will not train generative AI models on personal information without consent. The same policy adds that its tools are not designed to replace or override human decision-making. They may not be used to make or substantially assist with legal, financial or employment decisions. WISE Assistant, meanwhile, uses AI to review and match candidates. It helps prioritise qualified ones. Put all of this to Paycor in writing.
What it costs, what binds you and how you leave
What you pay at the start is only part of the cost. The notice periods and the export rules decide what leaving costs you.
Paycor publishes plans for companies under 50 employees on its small-business page. One table gives COR at $199 a month plus $8 per employee per month. It gives Essential at $149 plus $7, and Basic at $99 plus $5. A second table on the same page gives Essential at $149 plus $6. It gives Complete at $199 plus $7, and HCM at $199 plus $12. The two tables price Essential differently, so question three below matters. Setup fees run from $59 to $199. The plans carry Recruit & Hire, which allows three jobs on Essential, five on COR and unlimited jobs on Complete. You can add Recruiting to a plan as a separate product. Ask what it costs, and whether the two are the same.
From 50 employees up, Paycor publishes no price and asks you to call. So the terms decide how the bill can grow after you sign. Under the general terms, certain services may be subject to a minimum employee count or a minimum fee. Each Admin or Staffing user takes one Recruiting licence at the rate in your contract. Deactivating an administrator does not remove the licence from billing. Paycor may also change its fees on no less than 30 days’ notice, and continued use counts as agreement. Other costs sit outside the Paycor price. DocuSign bills for its e-signatures, although Paycor’s own e-signature tool is an alternative. Tavio bills a separate subscription for assessments.
Customers on the older Recruiting product, formerly Newton, are billed differently. It is a monthly subscription that does not depend on usage. Most pay month to month, and some have annual plans. Billing starts when the order form is signed. Paycor does not provide refunds for missed or late cancellation requests. These customers have no Paycor client ID. Customers who use Recruiting with other Paycor products pay on a Paycor invoice instead.
To leave, direct clients give Paycor 30 days’ written notice, and an email counts. Under the general terms, either side may end all or part of the services at any time. That takes 60 days’ written notice. Ask which period applies to you. For customers billed on a Paycor invoice, Recruiting access ends with the cancellation month. It ends sooner if Paycor access ends first. You can ask for Extended Recruiting Access under a Statement of Work.
Your data leaves through a one-time export that you must request by email before the account is removed. It is a zip of CSV files for jobs and candidates. It also holds folders of attachments such as resumes, scoring forms and offer letters, and the EEO flow log. You must download it within seven days. The fields are fixed and cannot be customised. Without a request, Paycor Recruiting permanently removes your account information between 30 and 90 days after cancellation. Paycor provides no export if the account is past due. Privacy Tools let administrators delete candidate data in bulk, but not data less than one year old. They are on by default. Deleting one candidate’s record cannot be undone.
You could also run hiring steps with agents built on your own systems. We have mapped what that looks like. The HR Agent Map
Ten questions to put to Paycor before you sign
These questions close gaps in Paycor’s own documents or ask for a contract change. Each one comes with the answer you should aim for.
- Which WISE Assistant features can we use on the day we sign? Are calling candidates and scoring their answers part of it? Good answer: Dated features in the order form, and what Smart Sourcing users lose on 31 January 2027.
- What does Recruiting cost for our headcount as an add-on? Is Recruit & Hire the same product? Good answer: A price per Admin or Staffing licence and a price for every extra product. One clear answer on what we buy.
- Your small-business page gives two sets of plan prices. Which set applies to us? Good answer: One written set of prices for our plan, with the setup fee included.
- Do your terms let you train on our candidate data? Good answer: A clause in our order form that rules out training any model on candidate data.
- Your privacy policy limits AI in employment decisions. Which uses of WISE Assistant in hiring are allowed? Good answer: A written answer from Paycor that spells out each allowed use.
- Which candidate data goes to Wizehire, and where is it kept? Good answer: Each kind of data sent, the country it is kept in, and who can see it.
- Can we have the Holistic AI audit report? What does it cover inside Paycor Recruiting, and what is Scout? Good answer: The full report, its date, and the roles and groups it covered. A clear answer on whether Scout is part of what we buy.
- How do we tell a candidate who is turned away by a minimum qualification question? Good answer: A way to send that message, set up before we go live.
- What moves from Recruiting into the HR platform when we hire, and what do we type twice? Good answer: The fields that carry across, and the ones that stay behind.
- Can we get the leaving export in more than seven days, and in more fields? Good answer: A longer download window and the export terms written into our order form.
Alternatives to Paycor
If Paycor Recruiting comes off your shortlist, look at Paycom, isolved and Rippling. All three build hiring into a pay and HR suite. Look at Workable and Breezy HR if you want hiring plans with prices on the website. You may also decide you do not need a hiring system yet.
The three suite products each quote on request. Paycom gives no price figure and offers a customised quote. isolved sets its price by employee count and feature package. It gives the price through a personalised quote. Rippling prices Recruiting per employee per month, gives no figure on its Recruiting page, and needs the core Rippling Platform. Ask each of them for its price in writing, the way you would ask Paycor.
Workable’s Standard plan costs $299 a month for 1 to 20 employees. Breezy HR offers a free Bootstrap plan with one active job opening or candidate pool at a time. Both give you a price to test your own hiring volume against before any sales call.
With Paycor, one reason to buy a system is record keeping. If OFCCP rules apply to you, Recruiting’s flow logs track applicant activity and demographics and export to Excel or CSV. If those rules do not apply, ask what else Recruiting gives you beyond a clear process. Our market guide covers that choice.
