NEOGOV
Insight is NEOGOV’s applicant tracking system for public sector hiring, with ranked eligibility lists and posting to GovernmentJobs.com. Its terms can share your public job data by default and keep NEOGOV’s rights after you opt out. Its AI Addendum bars impermissible uses of the AI tools, including employment decisions. NEOGOV prices by quote and need not keep your data more than 90 days after the agreement ends.
NEOGOV suits public sector hiring, so read the data terms first
Insight is an applicant tracking system for public sector hiring, sold by quote. Its default data sharing and its contract terms need a careful read.
You hire in the public sector. You need ranked eligibility lists and a record of each hiring step. You also want jobs on GovernmentJobs.com, where candidates keep a profile and follow their application.
You need a published price before a sales call. You cannot accept a default programme that can share your public job postings and salary ranges with other customers. You want a long window to move your data out when you leave.
NEOGOV prices by quote, based on the products you buy and how large the agency is. A 2016 county order priced Insight Enterprise Edition at $12,550 a year.
How Insight takes a public sector job from posting to offer
Insight is an applicant tracking system for public sector hiring. It covers job postings, applicant scoring, eligibility list management and communication. It supports minimum qualifications screening and ranked eligibility lists. An eligibility list is the group of applicants who completed every required step. Insight refers that group to hiring leaders. The customer designs the structured criteria and scoring that Insight uses to prioritise applicants.
Insight can screen and rank applicants automatically. It does this from their answers to supplemental questions, from residency preferences, or from both. Your team also adds its own questions to the application. HR can set up scoring grids so departments screen, comment on and rank applicants in one shared place. HR can also define approval steps by job type and department, so each requisition gets the right approvals.
Jobs go out in several ways. Insight posts open jobs to GovernmentJobs.com, which reaches over 20 million public sector job seekers. Applications sent through that site arrive in Insight automatically. Candidates keep a profile there and can follow their application status. Insight also advertises jobs on paid job boards, and it builds branded career sites by job type or department.
Candidates hear back without your team writing every message. Applicants get automated status emails and texts. They can book their own interviews and exams. Insight sends digital offer letters with e-signatures. The interface is mobile-friendly, which makes it easy for candidates to apply.
Your team can check results in more than 100 ready-made reports. You can filter and export them.
Insight connects to other NEOGOV products and to HR systems, so applicant details move between them. Attract is NEOGOV’s tool for finding and contacting candidates, and it uses applicant data stored in Insight. Onboard has a free E-Verify integration. With the Insight link, applicant information fills its onboarding forms automatically. NEOGOV announced a HireRight link on 6 October 2026. A recruiter starts a background screening from Insight, candidate and job information goes to HireRight, and status updates come back. NEOGOV’s marketplace has partners for screening, testing, HR systems, video interviews and ERP (finance and operations systems). Spark Hire is one of them.
Our guide to applicant tracking systems covers how the rest of this market handles the same steps.
What NEOGOV does well
It follows the steps of a public sector hire
Insight supports minimum qualifications screening and ranked eligibility lists. It also keeps an electronic record of each hiring stage. That record helps agencies defend their hiring decisions during audits. If an auditor asks why one applicant went forward, the record is where you look.
Equal opportunity records are part of the product
Insight can hide personally identifiable information on applications. It has equal opportunity (EEO) reporting that measures applicant ethnicity and gender. Its reports include adverse impact statistics, which compare how often different groups are selected. A 2016 order also includes reports on applicant flow, which counts who applies and who moves on at each stage.
You control the AI features, and public AI models do not get your data
A customer can switch NEOGOV’s AI features on or off, and some are off by default. Under the Services Agreement, the customer may enable, disable or set up each AI feature. The controls vary by feature. Customer data is not used to train public or global AI models, and it stays within the agency’s own environment. That promise is about public and global models. The data-sharing terms below give NEOGOV a licence to use shared data to train AI systems.
The security paperwork is written for government buyers
NEOGOV holds a SOC 2 Type II report for 2025, which it gives out under a non-disclosure agreement. Its cloud became FedRAMP authorised in August 2025. FedRAMP is the US government’s security approval for cloud services. That approval enabled NEOGOV’s partnership with the US Department of Veterans Affairs. Staff can sign in with their company login.
Data can be shared by default, and the AI and integration terms are narrow
These terms decide what happens to your data and how your team may use NEOGOV’s AI. The section also covers integrations and the company you sign with. Each card gives a term from NEOGOV’s own documents, then what it means for you.
Your public job postings and salary ranges can be shared unless you opt out
Under NEOGOV’s Insight data-sharing addendum, the customer is enrolled in the programme by default. Unless you opt out, the addendum authorises NEOGOV to share your shared data with other participating customers. That data is your public job postings, job classifications and salary ranges, together with your organisation’s name. In practice, other participating customers can see your public postings and pay ranges with your name on them. You can opt out in the Insight admin console. If you do, you lose access to the other customers’ shared data.
Anonymised and aggregated data from your use belongs to NEOGOV
You own your Customer Data. NEOGOV exclusively owns Platform Data. The agreement defines Platform Data as aggregated, anonymised, de-identified or statistical data derived from use of the services. So your own records stay yours, but what NEOGOV derives from your use does not. NEOGOV may use Platform Data for lawful business purposes, including to improve and develop its products. NEOGOV also uses de-identified platform data to build features and data services and to improve its services. Ask NEOGOV which of your records become Platform Data, and how.
Opting out does not take back what was already shared
Under the data-sharing addendum, NEOGOV gets a perpetual licence to use the shared data for its own purposes. Those purposes include training machine learning models and AI systems. Opting out does not require NEOGOV or any participant to retrieve or delete shared data already accessed or exported. NEOGOV may use, publish and share Platform Data in perpetuity, whether or not you opt out. It may also change the programme’s scope, the opt-out steps and its usage rights. So the time to decide is before you post your first job.
The AI terms limit how your hiring team may use the AI tools
Under the AI Addendum, the customer may not use the AI Tools for impermissible purposes, including employment decisions. Output is suggestive only, and the customer must assess it with human review. NEOGOV does not warrant that output is accurate, complete or current. You may not use the AI tools or their output to train any AI. For a hiring team, that makes the permitted uses the first thing to settle. Ask which AI tools your hiring team may use, in writing.
Applicant documents can stay on file for a long time
GovernmentJobs.com stores candidates’ application and hiring documents indefinitely. A job applicant who deletes their profile may still have data in applications already sent to customers. That data remains until the customer disposes of it. The customer controls what applicant data is collected, how long it is kept and who sees it. NEOGOV is the processor. Your retention rules for applicants are yours to set and apply.
Integrations are limited to the ones on your order form
NEOGOV offers integrations and platform APIs for other systems. Under the Integration Terms Addendum, the customer may use only the ones on the order form. So list every system you need on it. NEOGOV reserves the right to charge for Open API access. The charge could start with a renewal term, on ninety days’ notice. The agreement gives the customer no entitlement to support for the Open API. In a 2016 order, a standard link updated position control data from the HR system to Insight Enterprise. Position control data is the record of approved jobs. It ran as a file sent on a schedule. Ask how today’s link with your HR system works and how often it updates.
Accessibility is a target, not a promise
NEOGOV follows WCAG 2.1 Level AA to the extent feasible. WCAG is the common standard for accessible websites. NEOGOV does not warrant compliance. Candidates with disabilities will use this system to apply, so ask for the latest accessibility test results.
The company behind the contract has changed recently, so it helps to know who you sign with. On 28 July 2025, EQT X and Canada Pension Plan Investment Board (CPPIB) announced a deal to acquire NEOGOV. The seller was funds managed by Warburg Pincus and Carlyle. NEOGOV’s own press release of 6 October 2026 calls it an EQT portfolio company and part of CPPIB. It announced it had bought PowerDetails on 12 March 2026 and Miller Mendel on 27 April 2026.
Its customer count differs by page. The About page puts it at more than 13,000 agencies. The Trust Center and the EQT release put it at over 10,000. The testimonials page gives over 6,000 government agencies and higher education institutions. Ask which number counts Insight customers.
Jenkins v. NEOGOV is a civil rights employment case in a federal court in South Carolina. It was filed on 12 August 2026, with NEOGOV among the parties. Ask NEOGOV what the case is about and whether it involves Insight.
Who NEOGOV suits, from a small town to a statewide agency
Public bodies of any size
The platform serves agencies from small municipalities to statewide agencies. NEOGOV’s customers include government agencies, private businesses and educational institutions. NEOGOV sells Insight for public sector hiring.
Schools, colleges and universities
NEOED sells an education edition of Insight for faculty and staff hiring, on its own site. Ask which edition a quote covers.
A city that cut job ad costs in a pilot
Portland’s recruiting team of 8 to 10 people serves 29 bureaus. Ad costs there fell from between $1,000 and $2,300 per recruitment to $499. The figures come from a limited pilot with select hiring managers. NEOGOV attributes the savings to JobTarget, a job advertising platform integrated with Insight. Treat it as a pilot result, and ask what part Insight itself played.
Employers already on other NEOGOV products
Cross-product reports are available when a customer has multiple NEOGOV products. Onboard can fill its forms with applicant information from Insight. Automated exports let a customer use NEOGOV data in its own reporting tools.
Price by quote, 12-month renewals and 90 days to get your data out
NEOGOV sets each price by quote, based on which products you buy and how large the agency is. A customer need not buy the whole platform. Ask for each product on its own line. Mendocino County in California signed an order form in July 2016. It priced the Insight Enterprise Edition subscription at $12,550 a year. Job posting on GovernmentJobs.com was $1,950. Perform, a position control integration and Onboard were separate lines. That is one county in 2016, so use it only to see how an order is built.
The contract has several terms that decide what you owe and when. NEOGOV invoices fees annually in advance, and the fees are payable within thirty days. Unless the order form provides otherwise, you cannot cancel the order form, and sums paid are not refunded. The agreement treats the term as one commitment for its full length, however it is invoiced. So unless the order form provides otherwise, the whole term is owed once you sign.
Subscriptions renew automatically for 12-month terms, unless a party gives written notice at least 30 days before the term ends. NEOGOV may change charges at the start of each renewal term. If it does, it must send the new price at least 60 days before renewal. You must give notice at least 30 days before the term ends. So you get at least 30 days to weigh the new price before your notice is due. If fees depend on user or employee count, you owe supplemental fees for going over the number ordered. Payments are in US dollars unless the order form provides otherwise.
Set-up and training have their own terms. NEOGOV provides implementation consultation for an additional fee shown on the order form. Its primary training is self-review of online materials. The 2016 order included eight hours of online instructor-led training. Under the agreement, NEOGOV need not provide data uploads or manual data entry unless the order form provides for them. The same goes for migration and data conversion. If you are moving from another system, put that work in the order form.
Some terms apply to government customers. The Government Customer Addendum applies only if the customer is a Government Customer. NEOGOV’s customers include private businesses and educational institutions. A private employer should ask which terms cover it.
A non-appropriation clause covers the case where a government body ends a contract because its funding is not approved. A customer that ends the contract under it agrees not to replace the services with similar products for a period. That limits where you can go next. Ask how long the period is and what counts as a similar product.
California law governs the agreement. Legal action goes only to a state or federal court in Los Angeles. An agency outside California should have its lawyers check that clause. If NEOGOV ends a service, it gives six months’ notice, which gives you time to plan a move. NEOGOV’s solutions are also available through cooperative purchasing partners and procurement vehicles for government organisations. Ask which purchasing route your agency can use.
The service level terms say how reliable Insight must be and when you can get help. NEOGOV commits to 99.5% hosted-services availability per calendar month. The routine maintenance window runs from 10 pm Sunday to 4 am Monday, Eastern Time. Its Service Desk gives live support Monday to Friday, 8 am to 6 pm Eastern Time. If its disaster recovery plan starts, NEOGOV commits to losing no more than 24 hours of data. In that case it also commits to restoring service within 24 hours. Customer data is stored within the continental United States. Question 8 below covers support outside those live hours.
Leaving is the part to read twice. You can export or delete your data at any time during the term, using existing features. An export in any other format is a separate agreement, charged on a time and materials basis. NEOGOV has no obligation to maintain or provide Customer Data more than 90 days after the agreement ends. After 90 days it may remove the data without consent or notice. Under its data processing agreement, NEOGOV returns Customer Data, or points you to self-service export, on written request. Make that request before the term ends.
You could also run hiring steps with agents built on your own systems. We have mapped what that looks like. The HR Agent Map
Eight questions to put to NEOGOV
- Can we opt out of data sharing from the first day, and will you list anything already shared? Good answer: Yes, from the first day in the admin console, with a written list of anything already shared.
- Which of your AI tools may our hiring team use, given the AI Addendum bars impermissible purposes, including employment decisions? Good answer: A named list of tools in writing, with the uses each allows.
- What is the full yearly price for our products and size, including set-up and training? Good answer: One line for each product, set-up and training included.
- What limit will you put on a price rise at each renewal? Good answer: A percentage cap written into the order form.
- Can the 90-day exit window be longer, and in what format do we get our data back? Good answer: A longer window, and a file format named in the contract at no extra fee.
- Which integrations are on our order form, and will Open API access carry a charge at renewal? Good answer: A named list, and any Open API charge fixed in writing.
- Can we read the SOC 2 Type II report and the FedRAMP package before we sign? Good answer: Yes, under a non-disclosure agreement, before signature.
- Who answers when something fails outside Monday to Friday, 8 am to 6 pm Eastern Time? Good answer: A named support route in the contract, with response times.
Alternatives to NEOGOV
If NEOGOV leaves your shortlist, look at Oleeo, Eploy, Avature and Phenom. Each one has a public sector offer you can check.
Oleeo and Eploy matter most to UK buyers. Oleeo streamlines recruitment for over 200 public sector organisations. Oleeo also won a Crown Commercial Service call-off for the Civil Service Jobs platform and its applicant tracking system. The award runs from 12 May 2021. Eploy offers an applicant tracking system for the NHS, central government, local authorities, education and the public sector.
Avature and Phenom matter most to US buyers who check FedRAMP status. FedRAMP is the US government’s security approval for cloud services. Avature’s public sector page dates its FedRAMP authorisation to March 2025. Its trust page says April 2025. Phenom is FedRAMP Ready and built with Section 508, the US standard for accessible technology. Phenom also plugs into the applicant tracking system, HR system and scheduling tools an agency already runs. The agency’s system of record, the system that holds its official records, stays the same. Ask Phenom which of your current systems it would sit on top of.
Whichever you choose, put the same questions to each vendor. Ask what happens to your data, how the AI may be used and how you get your data out. Our market guide covers the wider field and how to choose between the jobs these tools do.
