Oleeo

Oleeo is an applicant tracking system for employers that hire in large numbers, and it publishes its prices. That lets you work out a bill before a sales call, but the contract needs a careful read. Ending the three-year term early for convenience makes the full fee payable. Oleeo may also change its service level, data processing and special terms on 30 days’ email notice. On the AI side, most parts cost extra and a recruiter validates the rankings. But some screening rules can stop an application with no person involved, so check them before you switch them on.

Oleeo suits large-volume hiring if you accept a headcount-based price and three years

In one line

Oleeo tracks every step of a hire for employers with many vacancies. The yearly fee follows your headcount, and the contract runs three years.

Buy it if

You hire in large numbers and want a recruiter to keep the final say on AI rankings. You can accept a three-year term. You want a price you can work out before a sales call.

Do not buy it if

You need a free trial. Oleeo marks one as not available on G-Cloud, the UK government’s marketplace for buying cloud services. You cannot accept that Oleeo may change some of its terms on 30 days’ notice. You hire few people compared with your headcount.

Price

Recruit & Engage starts at £13,200 a year for up to 750 full-time-equivalent staff (FTE). Set-up starts at £9,750. Most AI parts cost extra.

What the base fee covers, what costs extra, and where the AI fits

Before you judge the price, you need to know what the base fee covers and what Oleeo sells separately. The base fee is for Recruit & Engage. Recruit is the applicant tracking system. Your team creates a vacancy. It can go through as many approval stages as you need before it is posted. Oleeo then posts it to several job boards. Candidates apply on a mobile-friendly journey with no password. Recruiters can progress or reject applications in bulk, and a rejection needs a reason. Engage is the tool for keeping in touch with candidates. Engage sends tailored emails to candidates, which Oleeo calls nurture campaigns. Engage also works with Oleeo Insights, a pre-built set of recruitment reports.

The same suite carries a candidate through the later steps of a hire, but some of them cost extra. Candidates can book, move and cancel their own interviews from any device. Oleeo can generate an employment offer and contract, which the candidate accepts or rejects in a secure portal. An onboarding task list tracks pre-employment background checks. In the UK, right-to-work checks run from inside Oleeo through the providers TrustID or Yoti. Oleeo also offers digital right-to-work checks for Ireland. Yoti checks need a separate purchase, candidate e-signatures are an optional extra, and two-way text messages need bought text bundles. Check each one in your order form.

The AI parts sit on top of the base product, and most of them have their own price. AI Candidate Screening reads CVs, applications, cover letters, personal statements and written answers. It then presents candidates in match order. VacancyIQ writes job descriptions from your past vacancies. Search and Match checks your talent pools for people who fit a vacancy. Talent pools are your saved candidates. The check starts as soon as you save the vacancy. OleeoQ is a chatbot that answers candidate questions, and Chat to Apply lets a candidate apply by conversation. Candidate Navigator reads a candidate’s CV and ranks open jobs by matched skills. The AI Assistant drafts a job title, description and skills for a vacancy. It is free, and Oleeo calls it early stage.

In screening, the AI compares each candidate with up to 20 technical criteria in the vacancy template. It gives a preliminary assessment. A recruiter validates the suggestions, and can override them. That matters because you carry the decision. Some rules, such as knockout questions, stop candidates without the AI at all. Oleeo leaves the amount of automation entirely to the customer, so you set how far it goes.

Our guide to applicant tracking systems compares how the rest of this market handles the same decisions.

Published rates, logged AI overrides and public-sector contracts

You can work out a bill before a sales call

Oleeo publishes a yearly rate for every size of organisation. You can test your own numbers against a real price before you speak to anyone. It also publishes its set-up bundles and its daily consultancy rate. It works through a full example for 2,500 FTE as well.

A recruiter validates the AI screening suggestions

In AI screening, a recruiter must validate the suggestions and can override them. Every agreement or override can carry a comment and can be logged. That log is your record of who decided, so make sure logging is switched on. Under Oleeo’s AI terms, scoring is a suggestion and the AI does not make automated final decisions.

Public bodies have signed multi-year contracts with it

Over 400 organisations hire with Oleeo’s technology. Oleeo also streamlines recruitment for over 200 public sector organisations. Contracts that public bodies award appear on the government’s Contracts Finder site, so you can check one. The Police and Crime Commissioner for Cambridgeshire renewed its e-recruitment software with Oleeo for £290,616 until October 2028. That is a renewal, so you can ask that buyer how the first term went.

Oleeo makes written security promises and offers deletion controls

You hold candidates’ personal data, so the promises Oleeo puts in writing are the ones you can enforce. Under its service level agreement, Oleeo will keep ISO 27001 accreditation. It will also have an accredited outside firm run a penetration test every year. That is a planned attack on the system to find weak points. Under its data processing agreement, Oleeo will tell you about a personal data breach without undue delay. That is no later than 24 hours after Oleeo or a sub-processor becomes aware of it. A sub-processor is an outside firm that handles data for Oleeo. The deletion controls matter just as much. Oleeo lets you assign applications to deletion pools that set how long data is kept. It also lets you anonymise applications on a schedule instead of deleting them. Under Oleeo’s service definition, automated archiving or deletion routines are a costed option. Ask whether the deletion pools you need are in your fee.

It fits employers whose hiring looks like its customers’

A system built for volume only helps if your hiring looks like the hiring it was built for. Oleeo’s customers differ widely in size and in how many people they hire. Evercore has over 2,120 staff and over 200 hires a year. University Hospitals Birmingham has over 20,000 staff and over 6,000 hires a year. Marks & Spencer has over 83,000 staff and 1,382 stores. Police Scotland has over 23,000 staff and over 1,900 hires a year. The core fee follows headcount, not hires. So compare your own hires per year with these customers, not only your headcount.

Customers report faster hiring. University Hospitals Birmingham cut its average time to hire by 29%, from 24 to 17 days within six months. Nottinghamshire County Council cut its time to hire from 70 days to 42. Newton Europe reports a 50% cut in screening time. Marks & Spencer reports that its scoring improved the quality of candidates reaching assessment centres by between 5% and 16%. These are the customers’ own figures. Oleeo’s own pages differ on the cut it promises. Its ATS page puts the possible cut in time to hire at 50%. Its high-volume page guarantees a cut of at least 50%. Ask which one goes in your contract.

If you run a large HR system, check what the link to Oleeo does and costs. Oleeo connects to Workday, SAP, Oracle and PeopleSoft. Its own pricing example is a one-way export of the successful candidate. That example has a £2,500 set-up fee and £3,000 a year in support. A two-way link is priced as an additional integration. Indeed Apply passes candidates and CVs into Oleeo and receives status updates back. Oleeo also provides a jobs feed that LinkedIn collects.

Much of the published evidence is British. Prices are in pounds, hosting is in the UK, and right-to-work checks cover the UK and Ireland. Oleeo charges for a Welsh-language candidate interface as an extra, on time and materials. If you hire elsewhere, ask for references from customers in your countries and for prices in your currency.

A fixed term, some terms Oleeo can change, and rules that can stop a candidate

A hiring system holds your candidates’ personal data, and you will depend on one supplier for three years. So the contract matters as much as the features, and so does who stands behind it. Oleeo was founded in 1995 and its global team numbers over 100. A parent company, Oleeo International Limited, holds 75% or more of Oleeo Limited. Oleeo Limited filed accounts that are exempt from audit for the year to 31 July 2025. They came with a parent company guarantee. Ask for the parent company’s accounts if you want to judge its finances.

Leaving early costs the full fee for the term

Oleeo’s fees rest on a 36 month term. If you end the contract early for convenience, the full fee for the initial term is payable. So treat the whole three-year fee as committed from the day you sign. Oleeo may also end the contract at once if a competitor of Oleeo gains control of your company. That matters if your company is ever sold. Either side may end it for a material breach not fixed within 30 business days of notice. Ask your lawyer what counts as material.

Two uptime figures, and the AI sits outside both

An uptime promise only helps if you know which one applies and what it covers. Oleeo’s service level agreement (SLA) promises 99.5% availability in any calendar month. Its G-Cloud listing promises at least 99.9%, excluding planned downtime. The SLA applies only while you stay within the candidate, employee and user limits in your order form. Oleeo leaves AI features out of the SLA. Under its AI terms, they come as is, with no promise of uninterrupted availability.

Some screening rules can stop an application with no person involved

You can set rules that stop or hold an application before a person looks at it. Knockout questions, which are must-have screening questions, block a candidate who answers incorrectly. Red Flag questions put a candidate in a holding status, and a user then rejects or progresses them. Oleeo lets you set parameters that filter out CVs below your minimum. Its built-in automation can also let down candidates who are not qualified. Because you set these rules, you own what they reject. Under its AI terms, you alone are responsible for every employment decision.

You must get each candidate’s consent for the AI

If you switch on Oleeo’s AI, the duty to inform candidates falls on you. Under Oleeo’s AI terms, you must give candidates your own privacy policy that covers the AI processing. You must also obtain each candidate’s consent before their data goes to Oleeo’s AI products. Oleeo bars using the AI to make automated decisions that may harm individual rights without appropriate human supervision. Check that your application form and privacy policy carry this wording before you switch AI on.

Oleeo may change some terms on 30 days’ notice by email

Oleeo may change its special terms on 30 days’ notice by email. The same goes for its service level agreement and its data processing agreement. If you keep using the service, Oleeo treats that as acceptance. So some of the terms you sign may not be the terms you run on. Someone on your side needs to read those emails. When the contract documents conflict, the AI terms rank first. So read the AI terms closely.

Liability is capped and the governing law depends on where you are

Under Oleeo’s general terms, each side’s liability is limited. The limit is the fees paid or payable in the twelve months before the event. Ask your lawyer what that cap means for a data breach. For clients in the USA, New York law applies and disputes go to confidential binding arbitration in Austin, Texas. Other clients fall under the law of England and Wales. Check that your lawyers can work with the law that applies to you.

Candidate data may help improve Oleeo’s AI for other clients

Decide this before you switch AI on, because the answer differs by product. Under Oleeo’s AI terms, outside AI providers do not use your input to train their own models. Oleeo itself will use client input and output to improve its AI products for Oleeo clients generally. It first replaces or removes personal details. For Search & Match, Oleeo uses customer data to improve matching for that client only. Candidates can choose to leave their data out of AI model training at the declaration step of the application. Chat content is kept for 12 months for training and analysis.

Hosting is in the UK, but some data handling is not

Oleeo hosts the platform in the UK, in Equinix data centres. Under its G-Cloud listing, users have no control over where data is stored and processed. Oleeo’s US support team can access UK-hosted data, unless you ask for UK-only or UK and EU-only support. Oleeo gives the UK as the location for its Anthropic, Mistral and Amazon Bedrock services. It gives the US for Voiceflow, which runs chatbot services including OleeoQ and VacancyIQ. It processes AI Assistant data mainly in the UK and in a small number of cases in the EU. Under Oleeo’s AI terms, your consent covers transfer of input to the countries where its AI providers operate. It also covers where they store and process it.

Not every AI product is on sale yet. Oleeo marks Interview Notes as coming soon, and it marks the interview recording provider for it as coming soon too. In a community post dated 19 October 2026, Oleeo’s Product Manager tells customers to get their team ready for it. Oleeo already prices Interview Notes at £3,000 a year up to 1,000 FTE. Ask for a release date before you count on it.

The yearly fee follows your headcount, and most AI parts cost extra

Oleeo publishes its prices in pounds, and the base fee follows the size of your organisation. Three more things decide your bill. They are the AI parts, the yearly rise and the three-year term.

The core fee is for Recruit & Engage, charged per FTE. It starts at £13,200 a year for an organisation of up to 750 FTE. The rate is £17.60 per FTE for the first 750. It is £15.75 for 751 to 2,500, and £10.95 for 2,501 to 5,000. It falls to £2.63 per FTE above 75,000. The fee includes one supported user up to 750 FTE, and more in larger bands. Supported users can use Oleeo’s helpdesk. Extra supported users cost £100 each a month. Candidate support adds 10% when you ask for it.

Oleeo works an example for 2,500 FTE. Set-up is £15,700, made of £9,750 and a £5,950 five-day set-up bundle. The yearly fee is £40,762.50. Over the three-year term, that comes to £137,987.50. For an organisation of up to 750 FTE, the first year starts at £22,950, and three years start at £49,350. Both totals exclude add-ons and any later rise.

The fee can rise, and your own hiring can push it. After 24 months, Oleeo may raise it in line with RPI by no more than 5% a year. RPI is a UK inflation measure. Oleeo reviews the fee at the 12-month review if your FTE grows by more than 5%. Oleeo also runs a fair usage policy in line with your FTE count. Overall application numbers affect ongoing fees too. Set-up fees are payable 50% on signing and 50% 60 days after. Oleeo’s pricing document makes the subscription payable quarterly or annually in advance. Its service definition makes it payable annually in advance, with six-monthly invoicing on request. Ask for the payment pattern you want in writing.

Set-up work costs £1,000 a day for most roles and £1,500 for directors. Bundles of 5, 10 and 15 days cost £5,950, £11,900 and £17,850. They are 15% cheaper when bought with the initial implementation. Oleeo’s rapid approach takes 4 to 6 weeks. Its tailored approach for enterprise and complex programmes takes 12 to 16 weeks. Oleeo charges for moving data in from another system on time and materials. That means by the hours worked and materials used, on top of standard implementation.

For an organisation of up to 750 FTE, the AI screening minimum is almost as large as the core fee. AI Candidate Screening starts at £3.60 per application with its cover letter, with a minimum yearly purchase of £12,600. The core fee for that size is £13,200. The £12,600 minimum covers 3,500 applications a year. SkillsAssess highlights evidence in written competency answers. It starts at £3.60 per behaviour per applicant, with the same minimum. Candidate Navigator costs £6,000 a year up to 1,000 FTE, £9,000 up to 2,500 and £15,000 up to 5,000. VacancyIQ costs £3,000, £6,000 and £9,000 for the same bands. Search and Match starts at £10,000 a year for up to 2,500 FTE. On Demand Video Screening has a set-up fee from £1,000 and costs £3.90 per interview. The AI Assistant is free of charge.

OleeoQ carries two prices. Oleeo’s pricing document puts it at £3,000 a year up to 1,000 FTE, and £4,200 up to 2,500. The OleeoQ page puts it at £200 a month up to 1,000 employees, and £450 up to 5,000. Ask which one applies to you.

Leaving has a written path, and its limits matter. Oleeo offers a CSV export of your data at the end of any term, at no extra cost. A CSV file opens in a spreadsheet. Once you have exported the data and ended the contract, Oleeo securely destroys the relevant data. Under its data processing agreement, Oleeo will delete or return personal data at your choice. You must ask in writing within 30 days of the end of services. You can also require a complete copy by secure file transfer, at your cost. Help with moving to a new product is advice and support charged on time and materials.

You could also run hiring steps with agents built on your own systems. We have mapped what that looks like. The HR Agent Map

Eight questions to settle before you sign

  1. What is my total bill for all 36 months, with set-up, add-ons and the largest rise you can apply? Good answer: A single figure in the order form, with the rise capped in writing.
  2. Which screening rules can reject or block a candidate with no person involved? Good answer: A written list of every rule, who set it and who can switch it off.
  3. Will you write the promised cut in time to hire into the contract? Good answer: A stated measure, a start point and a remedy if it is missed.
  4. Is the uptime promise 99.5% or 99.9%, and does it cover the AI features? Good answer: One figure in the order form, with the AI features covered.
  5. Can you freeze the terms we sign, so a 30 day email notice cannot change them? Good answer: The signed terms hold for the full initial term.
  6. Does our candidate data help improve AI used by your other clients, and can we switch that off for everyone? Good answer: Off for all candidates, confirmed in writing.
  7. In which countries are our data handled when your support team or AI providers touch it? Good answer: Named countries, with UK-only support written into the order form.
  8. What do we get when the contract ends, and what does migration cost? Good answer: A free CSV export, a deletion date and a quoted migration price.

Alternatives to Oleeo

If Oleeo comes off your shortlist, look at Eploy, Tribepad, NEOGOV, Fountain, Paradox, Talkpush and PageUp. Each answers a different question from Oleeo’s.

Fountain, Paradox and Talkpush ask a different question. How much of the hiring can the software run without a person? Fountain’s ATS runs on an AI called Cue. Cue screens applicants, books interviews and moves people to offer on its own. Paradox sells a Conversational ATS for high-volume hiring. It can automate more than 90% of the hiring process for frontline workers and hiring managers. Talkpush is built for teams filling 500 to 50,000 roles a year. Its Autoflow handles messages, moves and shortlisting without recruiter input. Oleeo keeps a recruiter at the centre of AI scoring. Choose these three if you want more of the work done for you. Then ask how each one handles a rejection.

Eploy and Tribepad are sold on G-Cloud, the UK government’s marketplace, as Oleeo is. Each prices differently. Eploy combines an applicant tracking system, recruitment CRM, onboarding and analytics for in-house recruitment teams. It sets a monthly fee by number of employees, from £765 a month for up to 200 employees. Tribepad sells Pro to organisations with over 750 employees, with pricing unique to each customer project. It sells Gro to organisations with fewer than 750 employees as an off-the-shelf product. Oleeo’s own fee starts at £13,200 a year for up to 750 FTE. Put all three side by side for your size.

Two more suit particular readers. NEOGOV sells Insight as an applicant tracking system for public sector hiring. Look at it if you hire for a public body and want a product built for that work. PageUp offers two editions of its ATS, one global and one for Europe-based talent teams. It also lets you start in full or add parts step by step. Look at it if you hire outside Britain, because Oleeo’s published evidence is mostly British. Look at it too if you want to start small.

Buying nothing is also a real option. Oleeo’s fees start at £13,200 a year, and the first year starts at £22,950. The fee follows your headcount, and early termination makes the full fee for the initial term payable. If you hire only a few people a year, compare that commitment with the cost of the manual work. Our comparison of 47 products puts the options side by side.

Sources and method Everything here about Oleeo comes from Oleeo’s own website, community pages, terms, agreements and customer stories. It also comes from Oleeo’s entries on the UK government’s G-Cloud marketplace, public contract notices and company records. Facts about the other products come from their own websites and G-Cloud price documents. What a vendor publishes about its own product is taken as a true description of that product. Every source was read on 2 November 2026. Where two of Oleeo’s own documents give different figures for the same thing, the page gives both. It then suggests a question to ask Oleeo.
